Commissioner Oxian initiated a dialogue with Mr. Bernard about <br />various aspects of the design of the interior doors in the house. <br />Commissioner Sporleder asked if the proposed replacement fit the <br />original opening. Mr. Bernard said that it did. Commissioner Eide <br />asked about the security of the proposed storm door. Mr. Bernard <br />replied that it was suitable. Commissioner Sporleder asked if the <br />two proposed doors coordinated with each other. Mr. Bernard said <br />they did. Commissioner Eide asked about the existing hardware. Mr. <br />Bernard said all would be reused except the deadbolt lock. Commissioner <br />Sporleder moved to allow replacement of the original door provided the <br />owner store it. Commissioner Eide seconded. Commissioner Oxian asked <br />about the original back door. Commissioner Choitz stated her preference <br />for the existing door. The motion passed 5 in favor, 1 opposed, 1 abstention. <br />Commissioner Sporleder moved to approve the application for the installation <br />of a storm door. Commissioner Petrass seconded. The motion passed unanimously. <br />Commissioner Sporleder asked about the material of the proposed shutters. <br />Mr. Duvall responded that they were of plastic and that the design was <br />fancier than the previous shutters. Commissioner Sporleder asked about <br />color application. Mrs. Bernard said they came in black. Commissioner <br />Sporleder moved to approve the application of the plastic, decorative <br />shutters. Commissioner Petrass seconded. The motion passed unanimously. <br />3. 1417 East Wayne -- EW-LHD <br />Mr. Duvall read the staff report. Commissioner Choitz asked if the first <br />floor windows were original. Mrs. Hickey answered in the affirmative <br />with one exception. Commissioner Eide asked the Hickeys to recount the <br />history of their search for metal replacement casement windows. Mr. and <br />Mrs. Hickey did so at some length, discussing their efforts, the present <br />condition of the windows and screens and the financial burden of window <br />replacement. Mr. Frederick reiterated the staff position on the condition <br />of the windows. Commissioner Eide urged the HPC to move ahead and act <br />rapidly due to the advanced deterioration of the windows. He commended <br />the Hickey's efforts but stated that the results of the search, "hadn't <br />been all that successful". He observed that the EW-LHD has many houses <br />with casement windows and that their replacement not be undertaken lightly. <br />He also noted the limited budgets of many homeowners. Commissioner Eide <br />then recommended that the HPC refer the Hickey's case to a committee. <br />Commissioner Oxian then placed the case with the Standards and Maintenance <br />Committee under the chairmanship of Commissioner Sporleder. Commissioner <br />Sporleder responded that the Hickey's case was an entry point for the <br />discussuion of the window standards in EW-LHD and the window standards <br />in each district. Discussion ensued. Mrs. Hickey stated that the committee <br />approach was a good one and that they "valued HPC input." Commissioner <br />Oxian explained the function of the committee. Commissioner Choitz asked <br />that the committee be granted the power of resolution. Commissioner Eide <br />made a motion to that effect. Commissioner Choitz seconded. The motion <br />passed unanimously. Counsel asked that the applicants sign the 30 day <br />waiver, which they did. <br />4. 934 Riverside Drive -- RD-LHD <br />Mr. Duvall read the staff report. Commissioner Choitz asked for clarification <br />on the location of the fence. Commissioner Sporleder asked about color <br />treatment. Mrs. O'Blenis replied. Commissioner Choitz moved to approve the <br />C of A application as submitted. Commissioner Sporleder seconded. Mrs. <br />O'Blenis asked for clarification on porch treatment. Mr. Duvall explained <br />the staff's recommendation. The motion passed unanimously. Commissioner <br />
