Minutes of the Regular Meeting <br />of the <br />Historic Preservation Commission <br />Regular Monthly Meeting 7th Floor, County Commissioner's <br />7:30 p.m. Conference Room, County -City Bldg. <br />April 18, 1994 <br />I. Call to Order <br />The meeting was called to order at 7:43 p.m. <br />II. Roll Call <br />Members present: Mrs. Martha Choitz, Mr. Jed Eide, Mrs. Catherine <br />Hostetler, Mr. John Oxian, Mrs. Janeanne Petrass, Mrs. Joann Sporleder, <br />Mr. Jerry Wiener <br />Staff present: Mr. David Duvall, Director; Mr. Chip Frederick, staff <br />Members absent: Ms. Lora Spaulding, Ms. Jewel Van Dalsen <br />Also present: Ms. Aladean DeRose, legal counsel; Mrs. Darcy O'Blenis, <br />Mr. Jeff Bernard & family, Mr. and Mrs. Gerald A. Hickey, Mr. Kenny <br />Kent, Mr. Tom Meredith, State Architect; Mr. Philip Schatz, Ms. Marsha <br />Stevenson, Mr. Ed Talley <br />Commissioner Oxian introduced Mr. Meredith to those present. Mr. Meredith <br />made a brief introductory statement. Commissioner Sporleder asked Mr. <br />Meredith to address ADA regulations as they relate to historic preservation. <br />He did so citing in particular these items 1. ADA applies to all buildings <br />open to the public; 2. there is a provision to allow alternative access <br />if the building is historic; 3. the key words are "threaten or destroy" <br />the historic character of the building. Commissioner Choitz asked about <br />the SBSC Administration Bldg. Mr. Duval replied that it had not come up <br />in our conversation with Mr. Meredith. Commissioner Choitz asked if the <br />SBSC had offered an alternative plan. Mr. Duvall replied in the negative. <br />Discussion ensued concerning the SBSC C of A application and the language <br />of ADA. Mr. Meredith offered his office as a resource concerning ADA. <br />III. Public Hearing <br />A. Certificates of Appropiateness <br />1. 1029 East Wayne -- Local Landmark <br />Mr. Frederick read the staff report. Commissioner Oxian asked about <br />the type of post to be used. Mr. Schatz replied 8" by 8" as in the <br />photograph. Commissioner Oxian asked about the amount of lumen from <br />each fixture. Mr. Schatz replied 100 watt incandescent on dusk to <br />dawn timers. Commissioner Oxian asked if two lights were enough. <br />Mr. Schatz replied that he hoped so. Commissioner Sporleder moved <br />to accept the C of A for planting of three Hornbeam trees and the <br />installation of four pillars interspersed; two of the pillars to <br />hold light fixtures. Commissioner Choitz seconded the motion. The <br />motion passed unanimously. <br />2. 1314 East Wayne -- EW-LHD <br />Mr. Duvall read the staff report. Commissioner Eide asked the reason <br />for the replacement of the front door. Mr. Bernard replied that the <br />aperture was too large and that he intended to change the deadbolt <br />lock for a flip -switch lock. Commissioner Oxian asked the staff if <br />the door was original. Mr. Duvall replied he could not be sure. <br />Commissioner Oxian asked the same question of Mr. Bernard. He replied <br />that a neighbor had told him it did not fit the style of the house. <br />
