Minutes of the Regular Meeting of the Historic Preservation Commission Regular Monthly Meeting 7th Floor, County Commissioner's 7:30 p.m. Conference Room, County -City Bldg. April 18, 1994 I. Call to Order The meeting was called to order at 7:43 p.m. II. Roll Call Members present: Mrs. Martha Choitz, Mr. Jed Eide, Mrs. Catherine Hostetler, Mr. John Oxian, Mrs. Janeanne Petrass, Mrs. Joann Sporleder, Mr. Jerry Wiener Staff present: Mr. David Duvall, Director; Mr. Chip Frederick, staff Members absent: Ms. Lora Spaulding, Ms. Jewel Van Dalsen Also present: Ms. Aladean DeRose, legal counsel; Mrs. Darcy O'Blenis, Mr. Jeff Bernard & family, Mr. and Mrs. Gerald A. Hickey, Mr. Kenny Kent, Mr. Tom Meredith, State Architect; Mr. Philip Schatz, Ms. Marsha Stevenson, Mr. Ed Talley Commissioner Oxian introduced Mr. Meredith to those present. Mr. Meredith made a brief introductory statement. Commissioner Sporleder asked Mr. Meredith to address ADA regulations as they relate to historic preservation. He did so citing in particular these items 1. ADA applies to all buildings open to the public; 2. there is a provision to allow alternative access if the building is historic; 3. the key words are "threaten or destroy" the historic character of the building. Commissioner Choitz asked about the SBSC Administration Bldg. Mr. Duval replied that it had not come up in our conversation with Mr. Meredith. Commissioner Choitz asked if the SBSC had offered an alternative plan. Mr. Duvall replied in the negative. Discussion ensued concerning the SBSC C of A application and the language of ADA. Mr. Meredith offered his office as a resource concerning ADA. III. Public Hearing A. Certificates of Appropiateness 1. 1029 East Wayne -- Local Landmark Mr. Frederick read the staff report. Commissioner Oxian asked about the type of post to be used. Mr. Schatz replied 8" by 8" as in the photograph. Commissioner Oxian asked about the amount of lumen from each fixture. Mr. Schatz replied 100 watt incandescent on dusk to dawn timers. Commissioner Oxian asked if two lights were enough. Mr. Schatz replied that he hoped so. Commissioner Sporleder moved to accept the C of A for planting of three Hornbeam trees and the installation of four pillars interspersed; two of the pillars to hold light fixtures. Commissioner Choitz seconded the motion. The motion passed unanimously. 2. 1314 East Wayne -- EW-LHD Mr. Duvall read the staff report. Commissioner Eide asked the reason for the replacement of the front door. Mr. Bernard replied that the aperture was too large and that he intended to change the deadbolt lock for a flip -switch lock. Commissioner Oxian asked the staff if the door was original. Mr. Duvall replied he could not be sure. Commissioner Oxian asked the same question of Mr. Bernard. He replied that a neighbor had told him it did not fit the style of the house.
