CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />PROPERTY - 1220 East Wayne Street <br />South Bend, Indiana <br />OWNER - Graham and Alice Henry <br />DESIGNATION - East Wayne Local Historic Preservation District <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This dwelling was constructed in the Contemporary style, deriving elements <br />from the Prairie and Usonian styles in 1957. It is rated non-contributing in <br />the Indiana Historic Sites and Structures Summary Report for South Bend due to <br />its recent vintage. The structure is well maintained and unaltered. <br />PROPOSED CHANGE <br />The Owner proposes to install vinyl soffit over existing plywood soffit to <br />alleviate the necessity of future painting. <br />STANDARDS <br />The treatment level for East Wayne LHD is "rehabilitation". The Guidelines <br />state that it is: <br />1) Recommended - "Metal or vinyl siding may be used when it the only feasible <br />alternative to maintaining or replacing the original surface material.` <br />RECOMMENDATION <br />The owner represents that there has been a persistent peeling problem on the <br />soffits causing painting to be required "every couple of years". At the time <br />of Staff site visit, the house had been newly painted, and no peeling was <br />evident. This recent repainting was performed using an opaque stain in lieu of <br />paint which is a procedure commonly recommended by staff in paint failure <br />situations. If peeling does recur within the one year period for which a <br />Certificate of Appropriateness is in effect, this would clearly indicate some <br />unusual adhesion problem. The Owner indicated that even though the structure <br />had been painted, they would like to move ahead with the COA process. <br />The addition of this vinyl soffit will require additional alteration of some <br />details, most notably, the removal of cove molding where the soffit meets the <br />wall. It is likely that the bottom of soffit will drop below the edge of <br />gutter board, making the material quite obvious. <br />Even though the structure is of high quality and integrity, Staff recommends <br />approval of this proposal because the structure is technically <br />non-contributing and the alteration is reversible. Staff hopes that the owner <br />will find that the previous adhesion problem has been remedied and that this <br />additional measure is found to be unnecessary. <br />David B.
