Call to Order <br />The meeting was called to order at 7:38 p.m. <br />II. Roll Call - <br />Commissioners present: Mrs. Martha Choitz, Mrs. Catherine Hostetler, Mr. John Oxian, <br />Mrs. Janeanne Petrass, Ms. Lora Spaulding, Mrs. Joann Sporleder, Mr. Jerry Wiener <br />Commissioners absent: Mr. Jed Eide, Ms. Jewel Van Dalsen <br />Also present: Mr. David Duvall; Director, Mr. Chip Frederick; staff, Ms. Aladean <br />DeRose; counsel, Ms. Kathy Dempsey; Director, Department of Code Enforcement, <br />Mr. Gary Durbin, Ms. Mary Ann Matthews, Ms. Marsha Stevenson, Mr. Ed Talley <br />III. Public Hearing <br />A. Certificates of Appropriateness <br />1. 735 Lincolnway East -- EP-LHD <br />Mr. Duvall read the staff report. Commissioner Sporleder asked for a clarification <br />of the applicant's site plan. Mr. Duvall responded. Commissioner Oxian asked <br />if the applicants were present. They were not in attendance. Commissioner Oxian <br />asked Ms. Dempsey whether a 6' chain link fence could be topped with 18" of <br />barbed wire. Ms. Dempsey replied that the question should be directed to the <br />Building Dept. Commissioner Oxian asked about the allowable height and the <br />presence of barbed wire between commercial and residential spaces. Commissioner <br />Hostetler supported Mr. Duvall's suggestion of a screening device. Commissioner <br />Sporleder asked if there was barbed wire present elsewhere in the immediate <br />area. Mr. Frederick replied in the affirmative. Commissioner Choitz suggested <br />the use of a roofed storage structure rather than barbed wire for security. <br />Commissioner Sporleder asked about a general fencing code for the city. <br />Commissioner Sporleder moved to approve the application for a C of A with <br />the following stipulations 1) visual screening element added to fence, <br />2) no barbed wire be used, 3) height complyr•vith City Code. Commissioner <br />Petrass seconded the motion. Discussion ensued concerning the pending <br />amendment to the Zoning Code which would require visual screening of outside <br />storage areas in C -Commercial locations. The motion passed 6 in favor; 1 opposed. <br />2. 1115 Riverside Drive -- RD-LHD <br />Mr. Duvall read the staff report. Commissioner Sporleder asked about the variety <br />of fence types in the immediate area. Mr. Duvall replied that there were no other <br />board fences in the immediate area. Commissioner Hostetler moved to approve the <br />application for a C of A as submitted; replacing the deteriorated, pointed <br />picket fence with a dog-eared picket fence. Commissioner Choitz seconded the <br />motion. No discussion. The motion passed unanimously. <br />3. 1345 East Wayne Street (S) -- EW-LHD <br />Mr. Duvall read the staff report. Discussion ensued concerning Pella window <br />mechanics, the egress code, previous window replacement at the property and <br />the architectural style of the residence. Ms. Matthews stated that a complete <br />replacement of the windows would yield complete conformity in the window stock. <br />Commissioner Oxian asked the reason for the replacement of the entire picture <br />window. Ms. Matthews replied that although the picture window was original to <br />the house it was not appropriate in style. Commissioner Choitz moved to annrove <br />the application for a C of A as submitted; replacement of all sincle Qlazed <br />mill finish metal casement and picture windows. Commissioner Sporleder <br />seconded the motion. No discussion. The motion passed unanimously. <br />
