CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />Staff recommends that the owner be permitted to alter the form of the lawn to <br />a form which will deflect as much road noise as possible without totally <br />obscuring view of the main structure from the passing motorist. This would be <br />best accomplished by plateauing the lawn at a slightly raised elevation and <br />increasing the slope at the ditch. If necessary, The lawn could be sloped <br />somewhat back toward the parking court and house, but this will require more <br />extensive planning to alleviate erosion due to concentrated runoff. "French <br />drains" of subgrade gravel may be desirable to deliver surface drainage which <br />is deflected back toward the house into the ditch. <br />Staff further recommends that the commission approve installation of low lying <br />shrubbery (not to exceed 24" in height) on the sides of the berm to increase <br />the sound absorptive surface area of that slope with the reservation that <br />planting not be made at the ridge of the berm which would obscure the public <br />view of the main structure. If the slope is to be steep and located at the <br />ditch, a dense ground cover such as vetch might be more appropriate. <br />David B. Duvall <br />7/12/94 <br />page 2 <br />
