5. 1220 East Wayne Street -- EW -LHD <br />Mr. Duvall read the staff report. Commissioner Choitz moved to approve the <br />application as submitted. Commissioner Sporleder seconded the motion. Commissioner <br />Choitz asked about the presence of adequate ventilation in the soffit. Commissioner <br />Sporleder asked about the type of material• be installed. Mr. Duvall indicated that <br />the material was vinyl. Commissioner Oxian questioned the disimilar recommendations <br />for similar applications, ie. 615/617 Riverside Drive. Commissioner Oxian asked about <br />the application of standards by those with liberal inclinations toward preservation <br />versus those with conservative inclinations. Mr. Duvall replied that the application <br />was for a procedure which was completely reversible. He also stated that given the <br />passage of time all structures by virtue of age may become contributing structures <br />in a district. Commissioner Oxian suggested that evidence of peeling paint would <br />have provided a more compelling case for material change in the effected area. <br />Further, he stated, that once replacement materials have been applied they are <br />rarely, if ever, removed. <br />Commissioner Eide called the question. The Commission voted 8 -0 to deny the application <br />to cover the soffits in vinyl. <br />IV: Regular Business <br />A. Approval of Minutes - The minutes for June 20, 1994 were approved as submitted. <br />Commissioner Choitz made the motion, it was seconded by Commissioner Hostetler. <br />The vote was unanimous. <br />B. Treasurer's Report <br />Commissioner Oxian recounted he held with County Auditor Beverley Crone <br />and Asst. Auditor John Lentz.in which HPC finances were discussed. Growing out of <br />this discussion was the possibility of freeing the HPC budget from its dependence <br />on the St. Joseph County Commissioners and their budget in the coming year. <br />Commissioner Oxian also briefly covered information regarding the awarding of grant <br />money to the HPC. Mr. Talley spoke about his concern for the HPC as regards <br />the larger budgetary picture for the whole of St. Joseph County government. Mr. Talley <br />has been a participant in the ongoing discussion of fiscal matters via the Zappia <br />Commission. <br />C. Correspondence <br />Mr. Duvall reviewed this reporting period's correspondence. <br />D. Committee Reports <br />1. Staff Approved C of A's <br />a. Eutzler - Hollingshead Cemetery -- LL; removal of dead tree <br />b. 615/617 Riverside Drive -- RB -LHD; in -kind replacement of previously removed <br />front concrete steps <br />c. 1081 Riverside Drive -- RD -LHD; installation of central air conditioning <br />2. Budget and Finance - no report <br />3. Legal - Commissioner Oxian moved and Commissioner Choitz seconded the approval <br />of a form developed by counsel to inform subsequent homeowners of an outstanding <br />C of A on their property. The Commission voted unanimously in favor of the motion. <br />4. Historic Districts <br />a. the RB -LHD book'was distributed <br />b. the Historic Trees Pilot Survey was published and is awaiting a distribution <br />plan <br />5. Historic Landmarks <br />a. 1st reading for Probst House in Common Council was announced <br />b. 2nd reading for streetlight at Niles and Leeper; Commissioner Oxian moved <br />to send a favorable recommendation to the Common Council for a LL designation. <br />Commissioner Petrass seconded the motion. Commission voted to do so unanimously. <br />For information regarding the history of this streetlight Mr. Talley suggested <br />the Annual Report for the City of South Bend (1917) <br />
