Commissioner Sporleder asked the reason for the application of vinyl <br />bead board to the front porch ceiling. Mr. Laskowski cited insect damage <br />and water damage to the porch ceiling. Commissioner Sporleder asked the <br />staff for a condition report. Mr. Duvall replied that there was no significant <br />damage to the porch ceiling and that repair was possible. Commissioner Oxian <br />asked about the current type of porch ceiling. Mr. Duvall replied that the <br />material was tongue and groove. <br />Mr. Laskowski requested a decision on all parts of his proposal tonight. <br />Commissioner Eide asked if the applicant had any additional material <br />concerning proposal #4. Mr. Laskowski responded that the concrete block <br />he had removed from the front porch was no longer manufactured. He produced <br />a letter to that effect from a company in Mooresville, IN. Discussion <br />continued concerning the porch and its repair. Mr. Duvall stated the presence <br />of a staff approved C of A for a in -kind replacement of the concrete front <br />steps. Commissioner Eide then called the question. <br />On proposal # #,the wrapping of the window trim in aluminum,the Commission <br />denied the application 7 -1. Commissioner Sproleder abstaining. <br />On proposal #2, the increase in the width of the sideyard sidewalks, <br />the Commission approved the application-.4 <br />On proposal #3, to install vinyl bead board on the front porch ceiling, <br />the Commission denied the proposal 7 -1. Commissioner Sporleder abstaining. <br />On proposal #4, the replacement of original porch materials with wood <br />balasters and railings, the Commission denied the application 6 -2. Commissioners <br />Oxian and Sporleder abstaining. <br />3. 1067 Riverside Drive -- RD -LHD <br />Mr. Duvall read the staff report. Mr. Talley spoke for the applicant. <br />Commissioner Hostetler moved to accept the application as submitted. <br />Commissioner Choitz seconded the motion. Commissioners Eide and Sporleder <br />asked if the installation of a ramp had been considered. Mr. Talley replied. <br />The motion to allow the installation of a:riser and a three step set of stairs <br />at the rear entry was approved unanimously. <br />4. 61191 US 31 South -- Local Landmark <br />Mr. Duvall read the staff report. Commissioner Choitz asked if the applicant <br />had planned for all of the eventualities involved in significant earth moving. <br />Commissioner Oxian stated that the application should be tabled. He also wanted <br />a rationale for the removal of the tree. He further directed the staff to <br />review the previous applications for C of A's by this applicant and to note <br />their effect on the property. Finally, Commissioner Oxian said that he did <br />not view this application as complete. Discussion ensued about the nature of <br />noise problem and its source, "berming" as a landscape strategy, ill- advised <br />attempts at same, the need for drawings /plans for the landscaping and the <br />current use of the property: The Commission denied the application for the <br />creation of the _berm unanimously. Commissioner Oxian moved to send application <br />back to staff for more information, discovery of a rationale for the tree removal <br />and investigation of previous C of A's at this address. Commissioner Petrass <br />seconded the motion. The motion passed unanimously. Commissioner Choitz and <br />Eide commented on the lack of supporting materials in recent C of A applications. <br />Mr. Duvall referred to counsel's judgement regarding a complete application <br />in the case of Dr. Ulrich Klopfer, owner 1244 Lincolnway East. <br />(Due to a malfunction in the recording equipment the author of the original <br />motion and its second were unrecorded.) <br />
