Call to Order <br />The meeting was called to order at 7:44 p.m. <br />II. Roll Call <br />Commissioners present: Mrs. Martha Choitz, Mrs. Catherine Hostetler, Mr. John Oxian, <br />Mrs. Janeanne Petrass, Mr. Jed Eide, Mrs. Joann Sporleder, Ms. Jewel Van Dalsen, <br />Mr. Jerry Wiener <br />Commissioner absent: Ms. Lora Spaulding <br />Also present: Mr. David Duvall; Director, Mr. Chip Frederick; staff, Mr. Dennis Laskowski, <br />Mr. Mark Cenova, Mr. Ed Talley, Ms. Marsha Stevenson, Mr. Tom Eddington, Mr. Eric Eckert <br />III. Public Hearing <br />A. Certificates of Appropriateness <br />Commissioner Eide, Vice - President of the HPC presided over the meeting in Commissioner <br />Oxian's temporary absence. <br />1. 615/617 Riverside Drive -- RB -LHD <br />Mr. Duvall read the staff report for the C of A application marked "addendum ". <br />Commissioner Sporleder moved' accept the application as proposed. Commissioner <br />Petrass seconded the motion. Commissioner Sporleder opened discussion by <br />recommending the rejection of the proposal because the applicant had not provided <br />information that would turn the Commission from its original ruling on the <br />matter in July 1993. <br />Commissioner Eide asked Mr. Laskowski if he had such information to-present <br />to the Commission. Mr. Laskowski replied in the positive. <br />Mr. Laskowski then demonstrated the "customary practice" of vinyl soffit installation <br />ie. at "right angles to the roof edge ". Mr. Laskowski indicated that the stucco <br />soffits had been removed. Commissioner Sporleder asked if the soffit plan was <br />regular or irregular. The applicant responded that it was• on four sides. <br />Commissioner Eide asked if Mr. Laskowski if he had considered aluminum soffits. <br />Mr. Laskowski replied he had but their application presented the same problems <br />as vinyl. Commissioner Sporleder asked the width of the soffits. The applicant <br />responded that they were 28" wide. <br />Commissioner Eide called the question. The motion was defeated 7 against; <br />L abstention. The motion to allow the installation of vinyl soffits was defeated. <br />2. 615/617 Riverside Drive -- RB -LHD <br />Mr. Duvall read the staff report. Commissioner Sporleder moved to accept the <br />application as submitted. Commissioner Wiener seconded the motion. <br />Commissioner Sporleder asked for details of the proposed aluminum wrap of the <br />windows. Mr. Laskowski and Commissioner Sporleder engaged in a dialogue of <br />explanation regarding that proposal. <br />Commissioner Sporleder asked whether approval was necessary for the second <br />proposal; the widening of the sidewalks. Mr. Duvall read the applicable <br />language fromthe RB -LHD Standards Book. Commissioner Hostetler asked the <br />applicant about drainage between lots. Commissioner Hostetler asked the <br />distance remaining between lots if the widening was approved. Mr. Laskowski <br />stated that his lot was subject to survey but he estimated the distance at <br />3 -4 inches. Mr. Duvall asked Mr. Laskowski if a sistern was present on the <br />property. Commissioner Sporleder and the applicant discussed the drainage <br />patterns of the property. <br />
