D. Committee Reports <br />1. C of A (Staff Approvals) <br />A. 1154 Lincolnway East -- Lincolnway East LHD <br />B. Monroe -Edgewater Pumping Station -- Edgewater Place LHD <br />Mr. Oxian asked whether the staff was compiling new Staff Approval procedures; Mr. Holycross <br />answered that he was working on a draft of new procedures. <br />Mrs. Sporleder stated that she understood that staff was already approving noncontroversial COAs. <br />Mr. Oxian answered that a list of such items that could be approved by staff would be in order. <br />Mr. Holycross stated that HPC legal counsel had suggested such a policy to get rid of ambiguity and <br />also to be clear about a policy that was not allowed in the rest of the state; state preservation <br />legislation did not allow such a policy; South Bend could enact such policy only because of its <br />enabling legislation that predated the state ordinance. <br />Mrs. Choitt stated that there were many cases, even with roofing matters, that the HPC would want <br />to hear; she would like the opportunity to assess the policy before it is enacted. <br />Mr. Holycross replied that he intended to draft the policy and submit it to the appropriate <br />committee for assessment; it would then come before the HPC for approval or denial. <br />2. Historic Districts <br />A. liaison Committee Appointment: Riverside Drive LHD <br />Mr. Oxian announced that it was necessary to appoint Liaison representatives to the district <br />due to the vacancy left by the resignation of Dwight King and Mary Hendrikson. Upon such <br />resignations, he explained, the HPC was to make an appointment after asking the Liaison Committee <br />for a recommendation to fill the term of office. The Liaison Committee recommended Martin and Jane <br />Murphy of 1121 Riverside Drive as replacements. <br />Mrs. Sporleder asked about the recommendation process; Mr. Holycross replied that in such a case, <br />district standards required the Liaison Committee to inform the neighborhood of the vacancy and <br />then to make a recommendation; this had been done. <br />Mr. Eide asked if any others had shown interest; Mr. Oxian answered "no" and stated that it was <br />fortunate that there was interest at all; often there were no residents in districts interested in <br />serving on the committee. <br />Mrs. Sporleder moved to approve the appointment of Jane and Martin Murphy to fill the Riverside <br />Drive LHD Liaison Committee terms left vacant by the resignation of Mary Hendrickson and Dwight <br />King. <br />Mrs. Sporleder asked about the length of the remaining term; Mr. Holycross replied that the term <br />remaining was two -and -a-half years. <br />Ms. Van Dalsen seconded the motion. <br />3 <br />
