historic reservation commissi <br />p on <br />• of south bend and st. joseph county <br />ROOM 1123 COUNTY CITY BUILDING <br />south bend, indiana 46601 (219) 284-9798 <br />February 19, 1993 <br />Ms. Nancy TenBroeck <br />525 Edgewater Drive <br />South Bend, IN 46601 <br />Dear Ms. TenBroeck: <br />I was quite surprised to receive your letter this morning and would like <br />the opportunity to clear up any misunderstandings if possible. I understood <br />from our meeting of February 17, 1993 at your home with myself and HPC <br />Commissioners Brubaker and Van Dalsen, that you agreed to pursue the <br />possibility of having your windows repaired. You told us that you would <br />contractors to see if you could find one who would provide quotes <br />,contact <br />for the job. You agreed that you would contact me if you could not find a <br />contractor willing to do the job and we would then pursue the matter of <br />replacement of the windows further. Did we misunderstand you? <br />At that time you did not characterize my suggestion of rehabilitating the <br />windows and possibly considering inside storms windows as "ludicrous," as <br />you do in the aforementioned letter. I assure you that my suggestion --ie: <br />to have the windows repaired --is a relatively simple job and would likely <br />cost approximately half that of replacement. The windows are not <br />deteriorated at all and, except perhaps for the kitchen windows that have <br />been painted repeatedly and would require stripping, the rehabilitation of <br />the remaining windows would consist of minor repair and the replacement of <br />some hardware. I also suggested that you could invest in weatherstripping -- <br />another relatively inexpensive energy-saving measure --and that inside <br />storms were only a possibility if the present outside storms proved to be <br />inadequate and needed to be removed (leaving one set of storms). I firmly <br />believe that these measures --minor repair (including recaulking), <br />weatherstripping and general maintenance --would provide you with <br />outstanding insulation for both winter and summer (air-conditioning). <br />When we spoke on the telephone in January, I responded to your description <br />of the proposed project as "probably no problem" if, as District Guidelines <br />require, your windows were "deteriorated beyond repair" and if your <br />proposal was to replace them in-kind, ie: with windows of the same design <br />and materials. <br />
