All property owners and <br />residents will be notified of the hearing date, time, and place. A legal <br />notice will be placed in the newspaper describing the nature of the hearing, <br />the district boundaries, and the date, time, and place of the hearing. <br />9. The Commission's staff will write the final standards based on the outcome <br />of the public meeting. <br />10. The final standards will be presented to the Historic District Committee and <br />the neighborhood steering committee for final approval. <br />11. The neighborhood steering committee will be responsible fo distributing to <br />all property owners the final standards book and a ballot. The ballots must <br />be collected within fifteen days of distribution and turn)d over to the <br />Commission's staff. <br />12. At a regular meeting the Historic Preservation Commission will vote on <br />,,.hether or not to send the ordinance for the proposed historic district to <br />council. A vote to proceed with the ordinance will be based on a minimum of <br />51:; of the property owners voting in fa or of historic district designation. <br />If the majority of the property owners voted against historic district <br />designation, the Historic Preservation Commission will inform the neighborhood <br />steering committee of the alternative methods for proceeding with historic <br />district designation, either l.) designation by ordinance submitted by a council- <br />man, or 2.) a zoning petition filed with the Area Plan Commission. <br />13. The Historic Preservation Commission will file an ordinance with the Clerk <br />of the City of South Bend or St. Joseph County. <br />14. Upon submittal of the ordinance to the Council, the neighborhood steering <br />committee must look up all property owners within 300 feet of the proposed <br />historic district boundaries per the Area Plan Commission's requirements for <br />their public hearing. <br />15. The Council will have first reading of the ordinance at its regularly scheduled <br />meeting and will forward the ordinance to the Area Plan Commission for comment. <br />16. The Area Plan Commission will hold a public hearing on the ordinance at its <br />regularly scheduled meeting. All property owners will be notified of the <br />hearing date, time and place. <br />17. The Council will hold second reading and public hearing on the ordinance and <br />will vote on its acceptance at a regularly scheduled public meeting. 10 <br />18. The historic district will be dedicated and publicized by the Historic Preservation <br />Commission and the neighborhood historic district association. <br />19. The Historic Preservation Commission will explain to the neighborhood the <br />procedure for electing a liaison committee.
