IMPLEMENTATION AND REVISION <br />OF HISTORIC DISTRICT PRESERVATION STANDARDS <br />These procedures are intended to govern the initial creation and implementation of <br />preservation standards in local historic districts so designated by the South.Bend Common <br />Council under Ordinance No. 8002 -89, -and they apply to any historic district which has not <br />adopted preservation standards prior to theeffective date of these procedures. These <br />Procedures also apply to the revision of existing preservation standards by any local <br />historic district. The effective date of these procedures shall be the date .on which they <br />are adopted by the Historic. Preservation Commission of South Bend and St. Jos <br />a whole. eph County as <br />1. The HPC Historic District Canni.ttee (HDC), HPC staff, Neighborhood Steering CcnTdttee <br />(NSC), or Liaison Committee (for revisions), will draft or revise standards based on <br />neighborhood reccnmendatiens, HDC findings, and one of three models found in the HPC <br />Historic Districts Model Preservation Guidelines. <br />2. The NSC will provide all property owners within proposed district boundaries with a <br />preliminary draft of the standards. <br />3. The NSC and HDC willschedule a public meeting: to allow a final opportunity for <br />neighborhood discussion of the proposed standards. <br />4. The HDCV -HPCstaff, and..NSC .will write final standards based on the outcome of the. <br />public meeting. <br />5. Final. standards will.be presented to the HDC and NSC -for approval.. <br />106. The NSC; wi°ll be - responsible - for :distributing the final standards, and a ballot <br />prepared.byr- the .:HPC ;with.which to cast a vote-.oai. the standards, to all property owners <br />within�the:district. <br />7. The standards., -will .be .voted..upon ,by. owners. of property within. the :boundari <br />district.: .:-Each owner (or co-owners). shall es .of the <br />parcels owned.. have one vote regardless of the number of <br />8. Ballots will -be opened. in the.: presence. of at .least two HPC members, .HPC staff and at <br />least two-- representatives -of the.,NSC. <br />9. The bal lots must.:be returned. (mailed •or .hand -delivered) :to the HPC office within. ten... <br />(10) business days fran.-the date -the ballot is distributed to the owner. <br />10. The standards will be considered; by._ the HPC at -a Public Hearing and voted. upon. The <br />HPC will -weigh and consider the vote of the neighborhood, but because the HPC is <br />legally responsible for.the administration --of the distri:ct., the HPC retains the right <br />to approve or disapprove the final standards. If approved and adopted, a final <br />standards booklet will be canpiled by the staff. <br />11. - The lino will be responsible for distributing the final standards booklet to all <br />current owners within the district. <br />12."The HPC will explain to the neighborhood the procedure for electing a Liaison <br />0- Cam ttee--and- Liaison Committee responsibilities. <br />713. A. The -process of drafting district standards (step #1) shall not <br />months. exceed nine (9) <br />B. The process of revising standards (step. #1) shal1.not- exceed six (6) months. <br />C. The process of drafting and approving final standards (steps #2 to #10) shall not <br />exceed ninety (90) days. <br />
