Z <br />IMPLEMENTATION PROCEDURES FOR HISTORIC DISTRICTS <br />'he application for nomination of an historic district will be filed with <br />listoric Preservation Commission on the form prescribed by the Commission <br />(see Appendix E). The nomination form shall include the following: <br />a. Name of the district. <br />b. District boundaries. <br />C. Complete list of all property owners, addresses, property key numbers, <br />and mailing addresses. <br />d. Map of the district (1"=100' or 111=200'). <br />e. Title of the neighborhood organization or historic district steering <br />committee, its officers, and their means of selection (By-laws may be <br />attached). If such an organization or committee does not exist, one <br />must be formed. <br />f. Statement of the steering committee's goals. <br />g. Statement of reasons for historic district designation. <br />h. Statement of the district's special qualities. <br />2. The application must be formally accepted by the Historic Preservation <br />Commission at its regular monthly meeting. <br />the <br />3. The Commission's staff will complete an inventory of the proposed historic <br />district using the state inventory form and do a re-evaluation of all <br />structures. All existing survey cards will be updated, including new photo- <br />graphs and completed histories. <br />4. The Historic District Committee and staff will study and evaluate the proposed <br />historic district with respect to: <br />a. Its character, interest, and value as a part of the development of <br />one or all of the following: the City of South Bend, St. Joseph County, <br />the State of Indiana, and the United States of America; <br />b. its educational value; <br />C. its suitability for preservation; and/or <br />d. its portrayal of the environment of a group of people in an historical era. <br />The Historic District Committee will make a recommendation on whether or not <br />to accept the proposed historic district to the Historic Preservation Commission <br />based on the Committee's findings. <br />5. The Historic Preservation Commission will vote on whether or not to support <br />the proposed historic district. <br />6. The Historic District Committee and the Commission's staff will meet with the <br />neighborhood steering committee to draft the historic district standards based <br />on the neighborhood's recommendations and the Historic District Committee's <br />findings. The standards will be based on one of the three guidelines in <br />Historic Districts Model Preservation Guidelines. <br />7. The neighborhood steering committee with the aid of the Historic Preservation <br />Commission and the Commission's staff will notify all property owners within <br />the proposed historic district of the application for nomination and the <br />proposed historic distric zoning,/provide all property owners with a preliminary <br />-22- <br />
