Z IMPLEMENTATION PROCEDURES FOR HISTORIC DISTRICTS 'he application for nomination of an historic district will be filed with listoric Preservation Commission on the form prescribed by the Commission (see Appendix E). The nomination form shall include the following: a. Name of the district. b. District boundaries. C. Complete list of all property owners, addresses, property key numbers, and mailing addresses. d. Map of the district (1"=100' or 111=200'). e. Title of the neighborhood organization or historic district steering committee, its officers, and their means of selection (By-laws may be attached). If such an organization or committee does not exist, one must be formed. f. Statement of the steering committee's goals. g. Statement of reasons for historic district designation. h. Statement of the district's special qualities. 2. The application must be formally accepted by the Historic Preservation Commission at its regular monthly meeting. the 3. The Commission's staff will complete an inventory of the proposed historic district using the state inventory form and do a re-evaluation of all structures. All existing survey cards will be updated, including new photo- graphs and completed histories. 4. The Historic District Committee and staff will study and evaluate the proposed historic district with respect to: a. Its character, interest, and value as a part of the development of one or all of the following: the City of South Bend, St. Joseph County, the State of Indiana, and the United States of America; b. its educational value; C. its suitability for preservation; and/or d. its portrayal of the environment of a group of people in an historical era. The Historic District Committee will make a recommendation on whether or not to accept the proposed historic district to the Historic Preservation Commission based on the Committee's findings. 5. The Historic Preservation Commission will vote on whether or not to support the proposed historic district. 6. The Historic District Committee and the Commission's staff will meet with the neighborhood steering committee to draft the historic district standards based on the neighborhood's recommendations and the Historic District Committee's findings. The standards will be based on one of the three guidelines in Historic Districts Model Preservation Guidelines. 7. The neighborhood steering committee with the aid of the Historic Preservation Commission and the Commission's staff will notify all property owners within the proposed historic district of the application for nomination and the proposed historic distric zoning,/provide all property owners with a preliminary -22-
