April 13, 1992 <br />STAFF REPORT <br />Don & Victoria Perkins; <br />630 W. Washington Street <br />South Bend, IN 46601 <br />Don & Judy Gravenor <br />& 124 S. Scott Street <br />STATEMENT OF SIGNIFICANCE /HISTORIC CONTEXT <br />- The - Eastlake, Queen Anne style residence located at 630 W. <br />Washington Street was built in 1886 by local industrial giant <br />James Oliver. The following year, Oliver deeded the property to <br />his daughter Josephine and her husband George Ford, who was <br />serving as U.S. Congressman for the 13th district at the time. <br />After his term of office expired, George was appointed secretary <br />and head of the legal department for the Oliver Chilled Plow <br />Works. He became a Supreme Court Justice in 1912. The property <br />remained in the family until 1988, when it was donated to the <br />Northern Indiana Historical Society. Subsequently, it remains <br />largely unaltered save remodeling projects by prominent local <br />architects Austin and Shambleau (1911) and Ernest Young (1927). <br />The overall site includes the principle residence with <br />eastlake stickwork in gable ends and two front verandahs, and a <br />porte cochere; a period carriage house to the rear with living <br />space in the second level; landscaping, including mature sugar <br />maples, a sweeping driveway, and large, cast iron urns. The <br />entire site is rated an 0/13 on the City Survey and -has <br />protections as a Local City Landmark and as part of the facade <br />easement program of Southhold Restorations, Inc. <br />PROPOSED CHANGE <br />1) Provide required parking spaces for bed and breakfast patrons <br />as per - submitted plan. Parking proposal involves removal of <br />one damaged maple tree and the relocation of three bushes. <br />..-._Paving of the area -is required. Another maple tree will be <br />planted on the property to replace the one to be removed. <br />2) A sign, similar in size and design to the Queen Anne Inn's, <br />will be placed-in-the front of the house near the front steps. <br />_3)- Install air conditioning unit near rear south -east corner of <br />main building <br />STANDARDS <br />B. Treatment <br />wti Treatment shall be defined as any change of surface materials <br />- that will. not alter the style or original form. Such <br />- improvements include reroofing, glazing, or landscaping <br />lawns may involve a change that can potentially enhance <br />or from the character of the landmark . The <br />Commission should review the proposed treatment for <br />character and style consistency with the original surfaces. <br />F. Signs <br />
