No neon or flashing signs will be permitted unless they are <br />original to the structure. Billboards and supergraphics will <br />also be disallowed. Only one appropriate identifying sign <br />will be permitted per business. <br />RECOMMENDATIONS <br />The owner wishes to convert the residence into an operational <br />Bed and.Breakfast. The property has received approval from the <br />Area Plan Commission and Common Council for the necessary <br />rezoning.--- - - - - -- -- -- - -- __ <br />The proposed alterations, as cited in this document, are also <br />under review by the board of Southhold Restorations Inc., which <br />currently has the application tabled pending the decision of the <br />Historic Preservation Commission. <br />The staff's recommendations on the proposals are as follows: <br />1) PARKING: the staff asserts that the adaptive reuse of this <br />site as a Bed and Breakfast will have an overall positive impact <br />on its preservation, and therefore recommends that the owner be <br />permitted to alter the grounds as depicted in the submitted site <br />plan to accommodate parking as required by city code. The staff <br />and owner have discussed at length several different options for <br />resolution of the parking situation; the final design depicted by <br />the submitted site plan is representative of these discussions. <br />However, the Commission should clearly indicate to the owner <br />that no <br />provisions for further parking will be permitted. The <br />owner has spoken of possible need for additional parking to <br />accommodate conferences. The staff recommends that the owner be <br />required to find alternative means to accommodate any additional <br />parking requirements. <br />The large sugar maple to be sacrificed for the parking area <br />appears to be in fair condition and.has been determined by <br />landscape architect David Barncord (see letter 3/24/92) to be <br />aesthetically obtrusive. Although the staff is in favor of the <br />conservation of all pertinent landscape features, including all <br />,trees, our recommendation is for removal of the tree to <br />accommodate an otherwise compatible adaptive reuse of the <br />property. The tree should be replaced in -kind in a different <br />location as specified by the owner's proposal. <br />The bushes to be moved have no historical value. <br />2) SIGNAGE: The plan for signage as submitted is in keeping <br />with the pertinent standards. The staff recommends approval with <br />the suggestion that the Commission consider the appropriateness <br />of the overall height of the sign (post 11' high) and the <br />addition of gingerbread bracketwork. <br />3) A.C. UNIT: The placement of the unit is such that it will <br />not be seen from either Washington or Scott streets. The staff <br />recommends approval. <br />-- J. Pastor <br />HPC Staff <br />
