Approval of Minutes -- February, 1992 <br />Mrs. Sporleder questioned whether she had really <br />seconded the final motion in the Near Northwest <br />proposed district hearing. <br />Mr. Oxian asked for clarification on several issues, <br />then submitted a list of minor corrections to Mr. <br />Holycross, saying he didn't think it necessary to <br />discuss each change individually. <br />Mr. Herendeen asked Mr. Oxian whether the changes were <br />of any major consequence; Mr. Oxian said they were not. <br />Mr. Oxian then updated the HPC on the status of the <br />proposed Near Northwest district. He said the proposal <br />had been tabled before it reached the City Council. A <br />new neighborhood committee had been formed; this <br />committee planned to review the entire proposed <br />district area afresh. <br />Their new plan was to establish a core rehabilitation <br />district comprised of Cushing, Harrison and Cottage <br />Grove_ans Scott Street north of Lindsey, and to define <br />the rest of the area as a conservation district. <br />Should the core district succeed, it would gradually be <br />extended into the larger area. (Standards would be <br />reviewed biannually, creating opportunities for such <br />expansion). <br />The new committee, he said, liked this plan, and would <br />attempt to garner a 51% majority vote -- particularly <br />within the core area, but also in the entire area.
