Wayne--LHD. <br />Mr. Pastor reported that the owner wished <br />to link the house to the garage. This was <br />approved provided it did not become a <br />precedent in the neighborhood. The owner <br />had agreed to use natural building materials. <br />c. 1346 Lincolnway East--LHD. <br />Mr. Pastor reported that the committee had <br />reviewed a proposal to vinyl -side the rear of <br />the house and to replace the back doors with <br />compatible metal doors. The Committee <br />recommended searching for doors that matched <br />the original doors as closely as possible. <br />Mr. Eide had visited the site two weeks before <br />to consult with the contractor about the trim <br />profile. <br />2. Budget and Finance. <br />No report. <br />3. Legal. <br />Mrs. DeRose updated the commissioners on the <br />status of the maintenance standards ordinance. <br />She said the standards themselves were good, <br />but possibly unenforceable. She questioned the <br />feasibility of giving the HPC the same powers <br />as the Building Department. She further stated <br />that without enforcement, maintenance standards <br />are not much use. <br />4. Historic Districts. <br />a. Monroe Park--PLHD <br />Mr. Holycross distributed maps of, and a list <br />of his opinions about, the proposed district <br />and voiced some doubts about feasibility. <br />He cited the prevalence of absentee owners, <br />saying it would be hard to gain support from <br />such owners. <br />Mr. Oxian explained that, due to a 1989 <br />amendment to the ordinance (see Appendix C) <br />a 51% majority was not required. He urged <br />
