MINUTES <br />Third Floor Conference Room County/City Building <br />7:30 p.m. --Regular Monthly Meeting <br />January 21, 1991 <br />I. Call to Order . <br />The meeting was called to order at 7:32 p.m. <br />II. Roll Call <br />Members Present: Mr. John Oxian, Mrs. Janeanne Petrass, <br />Mr. Herb Herendeen, Mrs. Joann Sporleder, Mr. Odell <br />Newburn, Mr. Jed Eide, Mrs. Jean Dennen, Mr. James <br />Pastor - Survey Manager, Ms. Aladean DeRose - City <br />Attorney. <br />Members Absent: Mrs. Martha Choitz, Mr. Bill <br />Welsheimer, Mrs. Lori Dixon - Director. <br />Others Present: Marzy Bauer, Kevin Boughal - South Bend <br />Tribune. <br />III. Public Hearing <br />A. Certificate of Appropriateness <br />1428 E. Wayne Street -- LHD <br />Mrs. Bauer reported that she wanted to convert the <br />attic space into habitable living space. This <br />would involve creating two bedrooms. On the <br />exterior, this would involve putting in two dormers <br />on the west elevation. It would also involve <br />reroofing and tuckpointing as necessary. In the <br />rear, a vent in the top of the gable would be <br />replaced by a window. In the front, the window <br />would be replaced with a similar window. The new <br />windows in the attic area would also be similar. <br />Discussion ensued regarding double -hung versus <br />casement windows and their compliance, in this <br />case, with building code. Mrs. Bauer stated that <br />currently the house contains a wide variety of <br />window types. <br />Mr. Oxian suggested that a horizontal tri -part <br />window, similar to that on the second floor, be <br />used instead of the suggested window. An arched <br />type of window was also discussed. Mr. Pastor <br />stated that the Commission needed to consider the <br />design submitted or variations thereof, and that <br />the design chosen must maintain the integrity of <br />the facade. <br />Part I: Proposal for reroofing with in-kind <br />replacement. Mrs. Sporleder moved to approve the <br />
