Z_ <br />February 8, 1990 <br />STAFF REPORT <br />Mary Hendriksen/Dwight King <br />1077 Riverside Dr_ <br />South Bend, IN 46616 <br />c/o Peacock and Company <br />Design and Build Center <br />219 N_ Hill St. <br />South Bend, IN 46617 <br />REQUEST FOR VARIANCE <br />At theDecember1990 meeting, the Historic Preservation <br />Commission approved.the installation of two window units to flank <br />the chimney at the attic level of the structure's north facade. <br />Approved units consisted of 18" tall X 18" wide casements <br />underneath 18" radius quarter rounds. The contractor <br />representing the owner has requested that he be allowed to <br />install window units consisting of 18" tall X 13" wide casements <br />underneath 13" radius quarter rounds. <br />STANDARDS. <br />See December 5, 1990 staff report. <br />RECOMMENDATIONS <br />The newly proposed window units decrease the surface area of the <br />openings in question= <br />Existing= 24" 1/4 rounds - A= 452.16 sq. in. <br />Approved. 18" '1/4 rounds w/ 18"X18" casements= A= 578.34 sq. in. <br />proposed. 13" 1/4 rounds w/ 18"X13" casements= A= 366.67 sq. in. <br />In his presentation at December's meeting, David Bowyer, <br />developer for Peacock and Company, outlined the purpose of the <br />project to be an enlargement of opening size which would yield an <br />increase in ventilation, natural light and river views in the <br />proposed living area. Thus approval and installation of the <br />newly proposed units would be moot. <br />The staff reasserts its position that all proposals submitted to <br />date for the alteration of the north facade of 1077 Riverside Dr <br />are unsympathetic to the historical and aesthetic integrity of <br />the structure. From -an historical standpoint, the proposed <br />window arrangement of a casement sash topped by a quarter round <br />light is atypical of the treatment of fenestration in Revival <br />style homes of the period. The staff recommends that the <br />Commission encourage the developer to replace the.original <br />quarter round sashes with in-kind replacements and not alter the <br />size/dimentions of the openings as per the standards. <br />
