IL South Bend Redevelopment Commission <br />Regular Meeting - July 3, 1996 <br />6. NEW BUSINESS (Cont.) <br />a. continued.... <br />closely with South Bend Heritage <br />Foundation on a project in that area. They <br />are acquiring the lots in order to assemble <br />a site for a commercial project along <br />Chapin Street. South Bend Heritage <br />Foundation currently owns much of the <br />property they need for the project. <br />Mrs. Kolata noted that South Bend <br />Heritage Foundation has been working <br />with a grocery store and drug store to <br />build a retail center along Chapin Street <br />and this property is needed for that center. <br />Ms. Auburn opened the Public Hearing for <br />anyone who wished to speak. Mr. Stephen <br />G. Smith the owner of the property located <br />at 309 -313 South Scott Street asked if <br />Mrs. Kolata would read his letter of <br />remonstrance. Mrs. Kolata noted the <br />letter as it stated: "This letter is in <br />response to the Notice of Hearing on <br />amendment to the West Washington - Chapin <br />Development Area Development Plan <br />which I received on or about June 19, <br />1996. That notice proposes amendment to <br />the Plan by adding a property which I own <br />located at 309 -313 South Scott Street, <br />South Bend, Indiana to the List of <br />Properties to be Acquired. Based on my <br />earlier conversations with individuals from <br />South Bend Heritage Foundation, it <br />appears to me that the purpose of the City <br />in attempting to acquire this property is <br />not for any direct public purpose, but <br />rather to make it available to St. Hedwig's <br />-5- <br />
