Environmental Impact Statement <br />Ms. Kiemnec reported that the Certificate of Appropriateness <br />Committee met on February 20 regarding the violation of standards <br />at 513 Fiver Avenue (glass block windows have been installed). <br />The committee recommended to the Commission that a letter be sent <br />to the owners. The letter :could indicate that although the <br />Commission has the option to prosecute, they have chosen not to <br />but will strongly advise that landscape screening be put in on the <br />north side of the house where the glass block foundation windows <br />are visible. Mr. Newburn made a motion to that effect; Mr. Hayes <br />seconded; motion passed. <br />g. Staff Report <br />1) Industrial Buildings <br />a Ms. Straw distributed a report (see Appendix D) on industrial <br />buildings that have been suggested by the staff for an <br />upgrading of their ratings as a result of the Industrial <br />Buildings Study last year. Mr. Newburn made a motion to <br />upgrade the ratings based on the staff recommendation; Mr. <br />Bayes seconded; motion passed. <br />2) Mayor's Conference <br />Ms. Kiemnec reported that the third annual Mayor's Conference <br />on Historic Preservation will be held on May 4, 1985 at 8:30 <br />a.m. The title will be "Inside/Outside Your Old House: A <br />Conference on Residential Conservation." <br />3) Studebaker Clubhouse and Trees <br />RIs. Straw reported that the National Register application has <br />been returned from Washington for further information. She <br />will revise the application and resubmit it by mid March. <br />4) Urban Demonstration Program <br />Ms. Kiemnec reported that the Downtown Technical Advisory <br />Committee held a meeting on Wednesday, February 20 with <br />3 <br />
