April 26, 1982 <br />Page 3 <br />3. First reading on 644 Monroe <br />Mr. Oxian presented the house for first reading and related that <br />he had received a letter of consent from the owner. <br />d. Legal <br />1) Ordinance Amendment <br />Ms. Kiemnec reported on the Legal Committee Meeting and the changes made <br />to the Ordinance Amendment (Appendix D). Mr. Oxian moved that the corrections <br />be made and presented to the Common Council; Mrs. Sporleder seconded; motion <br />carried. <br />e. Public Relations & Community Education <br />1) Preservation Week Activities <br />Ms. Kiemnec reported that Southhold Restorations would like to have Don <br />Sporleder or one of the Commissioners speak for the Awards Breakfast to <br />explain the process of the South Bend City Survey. Mr. Nimtz made a motion <br />to accept Southhold Restorations suggestion; Mr. Hayes seconded; motion <br />passed. <br />f. Environmental Impact Statement <br />1) 611 Edgewater Drive <br />Mr. Strandhagen at 611 Edgewater wants to reroof his house. Mr. Oxian <br />made a motion to approve the Certificate of Appropriateness; Mr. Nimtz <br />seconded; motion passed. Mr. Oxian made a motion that with reroofing <br />projects involving original roofs of asbestos or asphalt, the Commission <br />allow the Preservation Planner to approve Certificates of Appropriateness; <br />Mr. Nimtz seconded; motion passed. <br />2) 619 Edgewater <br />Mr. Kevin Smith wished to extend a concrete wall along the riverbank from <br />_the Pumping Station to the first large tree and then landscape the area <br />between the trees with fieldstone. Mr. Oxian made a motion to put this <br />request off till In the mean time, the Commission asked Mr. Smith to <br />check to make sure he owns the riverfront property, to check on the riparian <br />rights"to see if he is allowed to make any changes near the Pumping Station, <br />to consult with other riverfront owners along the street to come up with a <br />neighborhood plan for the whole riverfront in that area, and finally to <br />re- design his plan (if he does, in fact, own the property and can develop it) <br />in keeping with the Standards and a general neighborhood plan. Mrs. Sporleder <br />seconded; motion carried. <br />3) 651 River Avenue <br />Mr. Ron Farr wishes to replace the current balcony which is approximately <br />3' x 8' with an ornate wrought iron railing with a 10' x 10' balcony. Mr. <br />Hayes made a motion to reject the proposal because it would drastically alter <br />the facade and is not in keeping with the standards. Mr. Nimtz seconded; <br />the motion carried. The Commission asked that Mr. Farr re- design his plan to <br />be more in keeping with the Edgewater Place Historic District Standards and <br />present it at the next regular Commission Meeting. <br />
