November 23, 1981 <br />page 6 <br />3. Certificate of Appropriateness - 725 Lincolnway East <br />Ms. Kiemnec reported that the residents of 725 Lincolnway East <br />plan to erect a 4' x 4' sign in front of their residence/ <br />business. Mr. Nimtz moved that the Certificate of Appropriate- <br />ness be approved; Mr. Hayes seconded; motion passed. <br />g. Staff Report <br />1. South Bend City Survey <br />Ms. Kiemnec reported that the projected costs of the <br />printing of 230 pages, 200 copies - will be $1400. <br />2. Small Town Survey <br />Ms. Kiemnec reported that the field work in Walkerton <br />is completed and all that remains is Notre Dame and St. <br />Mary's campuses. She further stated that we have an in- <br />tern from St. Mary's who will do research for the Com- <br />mission. She will receive University class credits for <br />the project. <br />• 7. Old Business <br />Mrs. Price circulated a letter of thanks to John Stamper and asked <br />everyone to write a message of appreciation. <br />Mrs. Sporleder brought up the matter of the Oddfellows Building. <br />Mr. Nimtz stated that the Redevelopment Commission has advertised <br />for bids for December 4. He explained the history of the situation: <br />the former Mayor Nemeth wished to tear the building down but Mayor - <br />elect Parent asked that it be saved and a plan to do so be studied. <br />After two years of meetings, the present Mayor sent a letter to the <br />Redevelopment Commission stating that.no feasible plans for renovation <br />were found and he recommended tearing it down. Mrs. Sporleder stated <br />she felt that efforts could have been made by the city to work with <br />the developers to come up with a successful package. Mr. Oxian ex- <br />plained that the city had a developer in 1980 who had $1,700,000 for <br />the project. The city proposed adding $200,000 from Community <br />Development Funds and asked Southhold Restorations to contribute <br />$100,000. Southhold made a counter-offer of $50,000 with stipulations <br />which the city rejected. <br />Mrs. Sporleder suggested that with the new tax act, the building re- <br />habilitation could be made attractive to a developer. She then made <br />a motion that landmark designation of the building be sent before the <br />Common Council. Mr. Oxian seconded. Motion failed: Mrs. Sporleder, <br />• then moved we send the National Register Nomination to the State His- <br />toric Preservation Office; Mr. Oxian seconded. Vote: Mrs. Sporleder, <br />Mr. Oxian - yes. Mr. Hayes, Mr. Nimtz - no Mrs. Price Price abstain. <br />Mrs. Sporleder moved that the Commission advise the staff to write and <br />call the Advisory Council asking for a determination of the Oddfellow's <br />eligibility to the National Register; Mr. Oxian seconded.
