November 23, 1981
page 7
f7. Old Business (continued) •
Mrs. Sporleder, Mr. Oxian - yes; Mr. Nimtz, Mrs. Price, Mr. Hayes - no.
Motion failed. Mr. Oxian challenged Mr. Nimtz's vote because of
conflict of interest in that Mr. Nimtz is also the President of the
Redevelopment Commission.
Mrs. Price suggested that since the building.is..no.longer.in Its
proper 'setting, it should be demolished. She further stated that
there are other buildings more important architecturally. Mrs. Spor-
leder stated that the Oddfellow's Building is a well-built, finely
designed structure that is usable. Robert's Rules of Order was consulted
but nothing could be found on how to handle a challenged vote.
8. New Business
Mr. Oxian moved that there be first reading at the present meeting
on declaration of the State Theatre Building as a landmark and that
the owners be contacted again for approval. Mrs. Sporleder seconded,
motion passed.
9. Hearing of Visitors
Mrs. Delores Davisson made a presentation on her proposal to work
with the Commission using the historic presentation inventory data
in a learning laboratory focusing on the local community as a re- •
source. She explained that she would work with Ms. Kiemnec- to process
information which could then be used for analysis, report writing,
and record keeping. She asked that the Commission discuss what kinds of
questions they might want to ask of the information. She would have some
students work over Christmas putting information into the computer and the
actual project would run from January to April. Mr. Oxian moved that the
Commission work with Mrs. Davisson on this project, Mrs. Sherk seconded
and the motion passed. (see Appendix A).
Mrs. Martha Choitz spoke about the New Orleans French Quarter Historic
Preservation Commission. She explained how unsympathetic development
is encroaching on the district, air rights have been sold in the wharf area
and the historic integrity of the district is slipping away while the Com-
mission is unable to correct the situation because of an oversight in the
early planning stages of the Commission and the District. The Commission,
according to Mrs. Choitz, seems to get caught up in trivialities and is not
addressing the major issues. She found that other Commissions seemed to
be having the same kinds of problems; that the whole atmosphere of the
Annual Meeting was rather pessimistic. She suggested that the South Bend
Commission beware of such problems, that if we get caught up in trivialities',.
we will be ineffectual. She proposed that we try to have a clear view of
our priorities in order to be successful in the community.
10. Adjournment
Mr. Nimtz moved that the meeting be adjourned. The motion was seconded •
by Mr. Hayes, it passed. Meeting adjourned at 10:45 P.M.
