Mr. Crowley asked <br />who is responsible for costs associated with the election. <br />After some discussion, it was decided that the Historic <br />Preservation Commission would pay only for postage to <br />absentee landlords upon receipt of a bill. <br />Mr. Oxian made a motion that the procedure be adopted for <br />Edgewater and used as a model for all future districts and <br />if necessary, the Commission would pay postage for ballots <br />sent to absentee landlords. Mrs. Sporleder seconded; <br />motion carried. <br />b) Re -zoning on Lincolnway East <br />Ms. Kiemnec read the letter to the Commission from Paul <br />Crowley requesting support at the Nov. 17, 1981 Area Plan <br />Commission Meeting for the C-1 zoning of Lincolnway East <br />between Edgewater Place and Monroe/Sample. Discussion en- <br />sued as to whether the Commission should be involved, if <br />we should support the Neighborhood Group because it is one <br />of our historic districts, and which zoning is better for <br />the area, B (as proposed by the Redevelopment Commission) <br />or C-1. Mr. Crowley explained that the Neighborhood wanted <br />C-1 because they had had bad luck with the area as a resi- <br />dential street and they felt a small neighborhood shopping <br />area would tie the Edgewater and the Monroe/Sample neigh- <br />borhoods together. He suggested that Lincolnway East was <br />not conducive to raising a family and rezoning as C-1 would <br />restrict the kinds of commercial enterprises which could <br />develop yet offer the area what it needs. Mr. Hayes made a <br />motion to write a letter to the Redevelopment Commission <br />saying that the Historic Preservation Commission has no ob- <br />jections to C-1 zoning on both sides of Lincolnway East. <br />Joann Sporleder seconded; the motion passed, Mr. Oxian <br />abstained and Mr. Nimtz voted no. <br />c) 740 East Bronson <br />Ms. Kiemnec reported on Mr. Ron Farr at 740 East Bronson <br />Street in the Edgewater Place Historic District. His garage <br />burned down and he built a new one without obtaining either <br />a Certificate of Appropriateness or a Building Permit. <br />Mr. Oxian moved that the Commission write to the Building <br />Department to ask what can be done in a case like this in <br />which p. -property owner constructs a building without applying <br />for a Building Permit. Mrs. Sporleder seconded and the motion <br />passed. Mr. Nimtz abstained. <br />• <br />
