May 18, 1981 <br />page 2 <br />e. A letter announcing a Purdue University Grant Workshop, to be held <br />June 18 & 19 and June 25 & 26. The cost is $185.00 per person. <br />f. A letter from Columbia University announcing their Center for Study <br />of American Architecture. <br />6. Committee Reports <br />Budget and Finance <br />Mrs. Price reported that letters were sent to engineering firms to request <br />an estimate of the cost of feasibility study for the renovation of the <br />Darden Bridge. Regarding the Commission's 1982 budget, Mr. Oxian moved <br />that a budget be submitted similar to the 1981 budget but with an increase <br />in the planner's sa,l:ary if allowed by the County Commissioners. Also, <br />there will be a request for funding of the Darden Bridge feasibility study. <br />Historic Districts <br />Mr. Ted Wasielewski gave a report of the Committee of the Whole regarding <br />its review of the second draft of the Historic District recommendation. <br />The Commission decided to accept the recommendations of Mr. Stamper on the <br />second draft of the Historic Districts with .minor alterations as noted in <br />the Committee of the Whole report. <br />Mr. John Oxian moved that the recommendations with minor alterations be <br />accpeted. The motion was seconded by Mr. Odell Newburn and it passed. <br />Mrs. Ruth Price discussed the responsibility of Neighborhood Associations. <br />It was decided that all correspondence would go through the President of <br />airy Neighborhood Association. <br />Mr. Stamper stated that Mrs. Judy Pietrzak, a resident of the Edgewater <br />Place Historic District, has requested a written clarification of the <br />issued regarding the neighborhood liaison committee and the Panzica/ <br />Friedline properties on Lincolnway East. Mr. Oxian stated that the <br />liaison committee serves as the eyes and ears of the neighborhood, and <br />can report to the neighborhood organization and the Commission. All <br />correspondence from the Commission must be sent to the President of <br />the Neighborhood Association with copies going to the liaison committee. <br />With regard to the Panzica/Friedline property, the Commission continues <br />to believe the four houses should be saved but that Mr. Stamper should <br />meet with Mr. Panzica if he comes in with a proposal for a new building. <br />The Commission has also instructed Mr. Stamper along with Mr. Jeff Gibney <br />to make a site inspection of two of the houses to determine if they are <br />structurally sound. Mr. Stamper will send this letter of clarification to <br />the Neighborhood Association with a copy to Mrs. Pietrzak. In addition,- <br />the <br />ddition;the Commission directed Mr. Stamper to send a letter stating the Commission's <br />position about the Panzica/Friedline property to the Building Commissioner, <br />the City Attorney, and the president of the Common Council. <br />Mr. Stamper reported that Mrs. Price and he met with the City Attorney, <br />Richard Hill, to discuss the enforcement of the fence violation at 740 <br />East Bronson in the Edgewater Place Historic District. Mr. <br />Hill said he would check on his enforcement capabilities on the issue <br />and get back to the Commission <br />
