APPENDIX E
crumlish/sporleder and associates
architecture planning urban design
6 •
611 West co"axsouih band. Indiana 4601 219-234-9300
member firm e. design International Incorporated
December 21 , 1981
Hon i Roger Parent
Mayor, City of South Bend
Office of the Mayor
County -City Building
Jefferson + Lafayette
South Bend, IN 46601
RE: I.O.O. F. Building
Dear Mayor Parent,
A significant community resource is in clanger of being wasted. riven
our economic situation and energy conscious times allowing this wou►d
be a crying shame and not right. Please correct the error made.
On behalf of our community I request that the instructions tc `he
•
demolition contractor, notice to proceed, be withdrawn. In addition,
please take your former position of support for the building to cord 1ue
on line. Any building with a floor area 'ratio of nine (9) right in the
heart of downtown, of sound type I construction, reinforced concrete
frame throughout with a energy efficient envelope, and potential for
continued service should remain. Rehabilitation and adaptive use
precedents are no longer isolated happenstances but are key to suc ;e_ s
in redevelopment efforts in. all parts of the country. In addition, this
is not any building. It has been deemed, with much studied
significant. It carries the top rank position in the City's own survay
of historic buildings and places. The State Historic Preservation Review
Board is set to act on the nomination for listing in the National, Regtster
of Historic Places. The matter is on the agenda for hearing at a meeting
of the Review Board early nexi. year- (1982) . Also, as you may know,
there area very _few buildings in South Bend with major architectural and
people spaces that, compare with the I.O.O. F. 9th and 10th floor spaces,
the banquet/ball room , the recreation room and the lodge hall, and
certainly none ten (10) stories -high. The architecture of the building,
a simplified merger of neo -gothic and art deco detailing, is very
significant and attractive. The architects, Freyermuth and Maurer,
were among the premier architects of our area and Freyermuth also
served as Mayor. All this I'm sure you know.
•
