January 16, 1978 <br />Page 6 <br />Miss Peck then introduced herself as the Preservation Planner and stated <br />that what Mr. Nimts's amendment does not say the proposed Century Mall <br />"as we know it," meaning now. She is afraid that the letter can be con- <br />strued to mean we give our o-kay on the whole development and not as we <br />know it at this particular stage. <br />Mrs. Sporleder emphasized that what the Commission is trying to do with <br />this particular piece of proposal is support what the City Council has <br />done. <br />Mr. Oxian then asked the Commission to vote on the amendment. The motion <br />was passed unanimously. <br />Mr Oxian then asked for a vote for the motion with its amendment. This, <br />too, passed unanimously. This motion incorporated the wording: Historic <br />Preservation Commission of South Bend and St. Joseph..." <br />Mrs. Sporleder then continued and read a proposal which the Commission <br />itself made: "Be it resolved that the Historic Preservation Commission <br />is a duly constituted Commission created by the Common Council of South <br />Bend and the Board of Commissioners of St. Joseph County, and the Com- <br />mission is charged with identifying the historic and architectural heri- <br />tage of the city and county as part of the planning procedure, and the <br />Commission does resolve to write and support the following statement <br />as the request of the City of South Bend or Redevelopment Department: <br />'This Commission has seen the drawings done by James Childs for the Re- <br />development Department for a proposed mall to be located on Blocks 8 and <br />9 in Urban Renewal Project -R-66. Parcels to be placed on the acquisition <br />hist include 9-29,__9-28, 9-27, 9-27A, 9-26, 9-25, 9-24, 9-23, 9-22, 9-21, <br />9-201, 9-19, 8-7, 8-81 MA, 8-9, 8 -lo, 8-11, 8-12. It is the opinion <br />of this Commission that the current mall proposal will not have an adverse <br />effect on the West Washington Historic District listed on the National <br />Register, nor on the proposed Main Street Commercial District. This <br />Commission is also of the opinion that the proposed mall would not have <br />adverse effect on thirteen other downtown structures which may eventually <br />be considered for landmark status. These buildings are as follows: School <br />Administration Building, Old American Bink Building, State Theatre, Colfax <br />Theatre, J.M.S. Building, Morris Civic Auditorium, Lafayette Building, <br />Union Station, National Bank Building, First B!nnk Building, Telephone <br />Building (the old one), Tower Building and the Palais Royale." <br />Mrs. Sporleder wanted this accepted as a resolution by the Commission. <br />Mrs. Price seconded this resolution. <br />Mr. Eckerle mentioned that Block 7, a triangular piece including Parcels <br />1, 2, 3, and 4, should be included and offered this an an amendment <br />to the motion. Mr. Nimtz seconded this amendment. There was a good <br />deal of discussion on this issue. The motion was then put to a vote, <br />and it passed unanimously. <br />Mr. Eckerle then wished another amendment to the motion and that was to <br />delete the words "James Childs" from the resolution. He felt the name <br />was out of place since the actual architectural work on the proposed <br />mall will be subject to impartial contract, and the developers will get <br />to choose an architect.
