September 17, 1979 <br />Page 3 <br />Budget and Finance <br />Mr. Oxian reported that he had had a talk with Mr. Peter Mullen, at <br />which time he brought up some proposals, none of which are, at this <br />time, definite. Mr. Oxian will keep the Commission informed on this <br />matter. <br />Historic Districts and Standards <br />The Certificate of Appropriateness for 107 North Shore Drive was <br />brought up. Mr. Stamper wanted to bring to the Commission's at - <br />tion that the owner, a Mrs. Looney, wanted a Certificate prior to <br />making some landscaping changes. This Certificate was approved by <br />the Landmarks Committee. <br />Historic Landmarks and Standards <br />Mr. Oxian wished to bring up 66251 Cedar Road for landmark desig- <br />nation. This address includes a summer house, a barn and a log <br />house, as well as the residence and other outbuildings. Mr. Oxian <br />moved that this group of buildings be designated an historic land- <br />mark by ordinance of the County Council. Mr. Gerald Kline seconded <br />this motion. The owners have signed the consent form. Due to lack <br />of a quorum, it was not, at this time, put to a vote. <br />Another structure which the Landmarks Committee wished to bring up <br />for landmark designation was 26191 Quinn Road. The owner of the <br />house had wanted landmark designation, but after her husband died, <br />she moved out of the house and never sent the letter of approval. <br />The house is now vacant. Mr. Oxian said the next person who might <br />buy this house may need some help in restoring it. No letter of <br />.approval has been received, but Mr. Oxian made a motion that this <br />house be declared a landmark. Mr. Oxian believes the house still <br />belongs to Mrs. Paul Mangus. Mr. Gerald Kline seconded this motion, <br />yet, due to lack of quorum, it was not put to a vote. <br />Mr. Oxian then discussed some of the matters brought up in the Land- <br />marks Committee meeting of August 29th; The U.S. 20 Bypass was dis- <br />cussed in that a public hearing had been set for September 12, with <br />John Stamper attending and making a presentation with the map and a <br />letter. Discussion centered on the house and church at 916 Lindsey <br />for which the Bureau of Sub -standard Housing hasrecommended demoli- <br />tion. Calls have been received on this matter and Mr. Oxian believes <br />the church has been sold. Regarding the matter of Women in Construc- <br />tion, Mr. Oxian sent a letter to the park department regarding the <br />Powell House; a Ms. Nola Jeffreies is searching for materials for <br />the Powell House. The church may be an appropriate source. Mr. Ger- <br />ald Kline is working on the Zion Church as a possible landmark. An <br />amendment to the Ordinance was likewise discussed in which it could <br />be proposed to establish Conservation Districts as long as such a <br />district is not used in an area which should be an historic district. <br />Mr. Ted Wasielewski then asked for a vote to approve the Minutes, <br />since a quorum was now present. All voted in favor of approving <br />• the Minutes for August. Likewise, all voted in favor of approving <br />
