September 17, 1979
Page 2
will not affect, but rather maintain the character of the West Wash-
ington Street -Area. There was some discussion of this project. Mr.
Nimtz then moved, subject to the appearance of a quorum, that the Com-
mission approve the request of the City for this project -and maintain
the existing character of the neighborhood. Mr. Oxian seconded this
motion. Mr. Compton then requested the Commission draft a letter to
his agency reviewing this project and stating that it had no adverse
effect on the West Washington Historic District.
979 3. Approval of Minutes
Mr. Nimtz moved, subject to a quorum appearing, that the August Min-
utes be approved as submitted. Mr. Oxian seconded. The vote was de-
layed.
979 4. Treasurer's Report
Copies of the Treasurer's Report were distributed. Mr. Oxian moved,
subject to the appearance of a quorum, that the September Report be
accepted as presented. Mr. Nimtz seconded. A vote on this motion
was delayed.
979 5• Correspondence
Mr. Ted Wasielewski then read a letter received from Senator Birch
Bayh regardingthe fiscal 1980 Interior appropriation bill requiring
the consent of the owner to list a property on the National Register.
In essence, he stated that he would continue to study this bill and
keep in mind the Commission's objections.
979 6. Committee Reports
City Survey
Mr. Stamper reported that Janice Hosier, the Research Assistant, has
been working on the Edgewater and Monroe -Sample Street areas for his-
tories of structures. She has found that, in many cases, the con-
struction dates of the structures did not agree with the dates given
on the Crumlish/Sporleder lists. Many dates were as much as 30 years
off. Particularly disturbing are errors on houses which had histories
done. For instance, Tippecanoe Place was estimated at 1870 on the
lists. The card had the history on it, showing a date of 1886. This
information should have been used by Crumlish/Sporleder when they typed
the dates on the lists. Mr. Stamper feels quite uncomfortable sending
lists with such discrepancies to the State, so he is now having Janice
check the 1932 assessment records for the dates they have. Where large
discrepancies exist, further research will be done, and where necessary,
Mr. Stamper said he may have to go out and look at these structures him-
self, to determine the construction date. He said this work would take
some time but that it needs to be done. Mr. Nimtz then said this in-
deed should be brought to Brian Crumlish's attention. Mr. Stamper said
most of the downtown quadrants seem to be in error. Ms. Sporleder
said the construction date of a Vernacular style house was very hard
9 to pinpoint.
