Allsop stated that the H.P.C. had requested a National <br />Trust Grant to do some work on what the status of this Commission was <br />legally. He report dealt with the South Bend, St. Joseph County His- <br />toric Preservation Commission ordinances. Six areas were dealt with <br />within that context: Enforcement as to the preservation of historic <br />structures, sites and districts; Possible formulation of a Design Re- <br />view Board to handle Certificates of Appropriateness procedures; Appli- <br />cability and legality of landmark and district standards; Certification <br />of the enabling ordinances; Examination of state enabling legislation <br />as it pertains to legal authority and local ordinances; and Facade <br />Easements. He explained a bit about each one of these areas. He men- <br />tioned that the Commission could in no way come under the present His- <br />toric District Enabling Act. A copy of his complete report will be made <br />available to each Commission member and a copy of the entire report <br />should be considered as an adendum to these minutes. Mr. Allsop could <br />see nothing absolutely wrong in the Commission accepting gifts. He <br />felt it might be a good idea to put in an amendment, that Mr. Oxian <br />had given him, that would allow that specifically. Questions were <br />raised as to buying real estate and Mr. Allsop said this could be work- <br />ed out. Mr. Allsop was then thanked for his comprehensive presentation. <br />Mr. Nimtz informed the Commission that there was an upcoming confer- <br />ence on Historic Preservation Law in Chicago, which Gaylen might attend. <br />He then moved that the report be accepted and the fee for payment be <br />authorized. Mr. Newburn seconded. All voted in favor. <br />Public Relations and Community Education <br />Ms. Deloris Davisson and Ms. Rita Kopczynski then spoke about the <br />National Trust grant, Project Landmarks. She distributed copies of <br />the evaluation which were sent to the press. She discussed the budget <br />and how this money was spent. She mentioned the various components of <br />the project and the ten inservice training session for school teachers <br />which were held last year at Central High School which were well at- <br />tended. It was so successful that there is a possibility it would be <br />done again. Ms. Davisson related that the State funded a grant for her <br />in the school corporation for a project: "Architect -in -schools". Ms. <br />Davisson mentioned how enthusiastic the teachers were and that they en- <br />joyed getting the free materials. Ms. Kopczynski spoke about the book- <br />let, "What is Preservation All About?'' Ms. Davisson stressed that one <br />of the goals was to make people more visually aware of their living area <br />and their neighborhood. At the end of the presentation, Mr. Nimtz sug- <br />gested that perhaps this project could be written up to get some recog- <br />nition either from the National Trust or the Historic Landmarks Founda- <br />tion for them and this project. He suggested appointing a special a- <br />wards committee of Ruth Price, Joann Sporleder and himself to look into <br />getting this recognition. Mr. Newburn then made a motion that such a <br />committee be formed. Mr. Tim Eckerle seconded. All voted in favor. <br />Joann Sporleder was appointed chairman of this committee. Ms. Davisson <br />mentioned that regarding her "Architect -in -schools" grant, a steering <br />committee with Ken Geoffrey would be called. Ms. Sporleder made a <br />motion that Ms. Davisson's and Ms. Kopczynski's final report on Pro- <br />ject Landmarks be accepted by the Commission. Mr. Kline seconded and <br />it passed unanimously. <br />
