July 16, 1979
Page 3
• 779 6. Committee Reports
City Survey
Mrs. Price said she had requested a general caucus with the Consultant
with the specific purpose of going over the proposed historic districts.
A tentative date for this meeting was set up for Wednesday, August 1st,
at 7:30 p.m. on the 14th Floor. Mrs. Price wanted all the Commission
members to have maps from Brian with the scored in areas. The Commission
members can then study them and make recommendations.
Mr. Brian Crumlish then discussed the preliminary draft he had execu-
ted which divided the city into neighborhoods, and explained the vari-
ous symbols in this draft. A black dot on the map denotes a very su-
perior structure, and a circle an above-average, interesting structure.
The maps indicated historic district recommendations. The double cross-
hatching is a district that is strongly recommended, and the single
cross hatching indicates an area of historic context.and not necessari-
ly a complete district. Mr. Crumlish then concluded his remarks and was
thanked for his "heroic efforts."
Budget and Finance
John Stamper mentioned that he had sent all Commission members a copy
of the submitted budget proposal and stated that they were staying
• within the 7% increase over the amended budget which then amounts to
$15,670. In addition, the county was requested to fund the position of
secretary/research assistant for an additional $9,000. Mr. Newburn had
a few questions which were then clarified.
Mrs. Price then stated that the Commission probably will have to pay
fringe benefits for John Stamper. Mr. Stamper said that all indica-
tions are that they won't approve it. There was discussion on this
matter.
Historic Landmarks and Standards
Mr. Oxian informed the Commission that the Rouse Report on the Odd
Fellows building was publicised in the paper and said Ms. Sporleder
had made a motion to have the building nominated for landmark status
as soon as the report was completed. Mr. Oxian wanted to know what
action the H.P.C. should take on Ms. Sporleder's motion. Mr. Eckerle
suggested that the Commission wait a bit until the building is sold
because three potential buyers were looking at the building and only
one was interested in its historic aspect. Mr. Eckerle suggested that
no action be taken for 45 days. Mr. Oxian asked every commission mem-
ber his opinion on what action to taken on submitting to City Council
for landmark status on Odd Fellows Building. Mr. Stamper said he would
supply Mr. Newburn with copies of all the material on the Odd Fellows
Building. The consensus was reached that the Commission would wait
30 days before taking any further action on the Odd Fellows Building.
Historic Districts and Standards
No report.
Mr. Conley did not have any report on PAHA.
