August 20, 1979 <br />Page 5 <br />Staff Report <br />• Mr. Stamper requested the Commission to fund - from Line Item <br />Technical Assistance for some 13 hours overtime for Trudi Gilbert <br />who had come in on Saturday and Sunday to do some urgent typing on <br />the City Survey cards. Mrs. Price so moved that this expenditure <br />be authorized. Mr. Gerald Kline seconded and the motion passed. <br />Should the need arise, it was agreed that Trudi could work some <br />further weekends. <br />Mr. Stamper then requested the purchase of the volumes listing <br />the National Register of Historic Places. There was discussion. <br />on just how necessary these volumes are. Mr. Nimtz asked that no <br />action be taken on this at this point. <br />Mr. Stamper then brought up the review of the proposed Southern <br />Alternate Route of the U.S. 20 Bypass. Mr. Stamper demonstrated <br />on a map he had prepared showing the various structures that would <br />be affected b�( this route. He explained that the black dots on the <br />map indicated homes that are ranked 10 or above, some of which are <br />superior. Mr. Oxian explained that some of the structures would be <br />in jeopardy. Mr. Oxian rpade a motion that a letter should be writ- <br />ten and sent to McMillem, objecting to the Southern Route because <br />of the distruction and adverse effect that route would have on his- <br />toric structures. Discussion centered on whether the president of <br />the Commission should sign the letter, as well as John Oxian and <br />• John Stamper. It was also suggested that a copy of the letter be <br />sent to the Governor, and all other people or agencies that might <br />have an interest in this project. Mr. F. Jay nimtz then seconded <br />the motion and it passed unanimously. <br />879 7. Old Business <br />There was no old business to discuss. <br />879 8. New Business <br />Mrs. Price then spoke about certain enforcement of legislation and <br />said she has always questioned the enforcement of federal and state <br />regulations in relation to preservation projects. She said there <br />was a meeting of the National Association of Attorneys General - <br />the Midwest group - in Mackinaw Island in July at which time they <br />passed a resolution that had to do with the enforcement of covenants <br />and the regulations that are present in the Federal program. She <br />said the great question is: Who enforces these things? Is it <br />SHPO? If anyone is in error or non-compliance, to whom does one <br />turn? The Attorneys General are saying there should be a person <br />in the Attorneys General's office specifically concerned with en- <br />vironment and thus they have passed this resolution. She said there <br />is an Assistant Attorney General in the State Attorney General's <br />office, Michael Schaefer, who will concern himself with questions <br />of non-compliance with Federal regulations. <br />0 <br />
