August 20, 1979 <br />Page 4 <br />recommended that a lighting fixture, "Mattoon Street" made by Wels- <br />bach which consisted of a decorative pole wtih a covered globe be <br />used and that the light intensity on the parking lot be no greater <br />than one footcandle. <br />Next, the surfacing of the parking lot was discussed and it was re- <br />commended that a suitable paving, in keeping with the historic char- <br />acter of the building be used. It was felt that a monolithic sur- <br />face such as asphalt or concrete was ugly and out of keeping with <br />the historic character. Ms. Sporleder suggested a type of concrete <br />blocks with grass growing in between or bricks or cobblestones. <br />Special emphasis should be made on the driveway. <br />The Commission recommended that a study be made of the impact on <br />the West Washington Street Historic District of the total parking <br />requirements for the restaurant, including on -street parking. This <br />study should look at presently proposed and future commercial de- <br />velopment within the District. No future additional off-street_park- <br />ing should be allowed to affect another historic house in the area. <br />Input from neighborhood residents should be included in this study. <br />Mr. Stamper then reiterated this list of recommendations, and <br />everyone concurred. September 4th is the date these plans will be <br />reviewed. Signage was then discussed and it was agreed to wait un- <br />til there were some sign proposals to look at before any recommen- <br />dations were made. <br />Mr. Oxian then said the two items on the agenda would first be dis- <br />cussed in committee rather than at a regular Commission meeting. <br />Legal <br />No report. However, Mrs. Price reported that the Historic Land- <br />marks Foundation is trying to put together another "Law Day" in <br />which a legal staff from throughout the State is going to work on <br />state legislation. She would hope that the Commission would be <br />involved.
