August 20, 1979 <br />Page 3 <br />spent from the Commission budget of 1976 for the County Survey, <br />and the Commission had received from the State the grant of $5,000. <br />The total amount involved in the County Survey is $10,000.00, and <br />that's what the balance sheet shows. <br />Mr. Oxian reported that the County Commissioners had come up with <br />the sum of $19,000.00 in response to the budget proposal submit- <br />ted to the County Council. <br />Historic Districts and Standards <br />Mr. Gerald Kline contributed a photograph, circa 1895, of the <br />structure at 113 West North Shore Drive, showing the Leeper Brick- <br />yard building. It was sent to Mr. and Mrs. Kline by Congressman <br />Sam Leeper Devine of Ohio. <br />Mr. Oxian mentioned that he had had communication with some of the <br />people in the St. Joe Street area who inquired about possible land - <br />marked structures. Mr. Oxian informed them that the question was <br />not of individual structures, but of a possible district. <br />Mr. Conley, a visitor, informed the Commission that Deloris Davi- <br />sson was working on the application of a possible National Register <br />district in the Park Avenue area. <br />Mrs. Price then said she had brought in some material for John <br />Stamper to peruse regarding Conservation Districts as an alterna- <br />tive to Historic Preservation Districts. She feels that such a <br />district may have a lot to offer in some areas. She hopes, with <br />this material, that a summary could be made of what a Conservation <br />District really is. She clarified that a Conservation District <br />would not have architectural control of buildings; it would not have <br />control over old construction but would have control over new con- <br />struction. <br />Mr. John Stamper then mentioned that he had to do a Certificate of <br />Appropriateness for Charlotte Whittaker's house at 229 West North <br />Shore Drive for replacing of the slate on the front porch roof. He <br />showed an example of Colorbestos which was remarkably similar to <br />the original slate. Mr. Oxian moved that the Commission review <br />favorably on this Certificate of Appropriateness. Mr. Kline se- <br />conded this motion. It passed unanimously. <br />Historic Landmarks and Standards <br />Mr. Stamper said he would like to get recommendations from the <br />Commission for the review of the adaptive re -use of Tippecanoe Place <br />to Dick Johnson of the Area Plan Commission. The first recommenda- <br />tion was that the twelve parking spaces in front of the building <br />should be eliminated. The integrity of the front of the building <br />and grounds facing Washington and Taylor should be maintained. There <br />• was discussion on this issue. Mr. Nimtz mentioned that he had talked <br />to Bob Kuehl, the manager of the Oliver Estate and that Mr. Kuehl had <br />said no contact had been made with him regarding his objections or <br />non -objections of this adaptive re -use. Another recommendation was <br />for the lighting fixtures for the parking area. It was specifically <br />
