August 20, 1979
Page 2
£379 6. Committee Reports
City Survey
John Stamper explained the lists and the numbering system for the
City Survey. He said building numbers had to be Changed from a two -
digit number to a three -digit number and an eleven -digit identify-
ing number had to be typed on each survey card. Mrs. Price wanted
to know if the State had made these numbering changes. Mr. Stamper
explained that in his discussion with Dick Gantz's office in Indi-
anapolis, it was decided to use the three -digit house numbering
system on our cards because that is what the State uses in its
computer. The two -digit number originally used had been established
a number of years earlier by the Indiana Landmarks Foundation, and
was the numbering system used by Crumlish/Sporleder and agreed to
by the Commission. In the interest of maintaining consistent sur-
vey information at both the Spate and local levels, Mr. Stamper agreed
with Dick Gantz's office that the three -digit number should now be
used. In addition, the number 9 was removed from the list numbers
since it had been based on an earlier computer program. Because
this number will not be used in the State computer system, Mr.
Stamper did not want it to appear on our lists because it only causes
confusion. Mr. Stamper then said we are going to send to the State
copies of all survey cards ranked 11 or above. The survey cards
need to be duplicated and the lists are being duplicated now. Mrs.
• Price then asked if the State would pay for duplicating. Mr. Stam-
per asked if Brian Crumlish would pay for them since he had received
the grant money. Both Mrs. Price and Mr. Wasielewski said the whole
contract for the City Survey should be reviewed in this context. Mr.
Oxian remarked that whatever the Commission does for the State, the
State should pay for it. It was agreed that we will look further
into the matter and that the duplicating should be done and that it
will be paid for.
Budget and Finance
John Stamper distributed the balance sheet for the City Survey which
reflected double -entry accounting. He explained the various entries.
He mentioned that the Commission will still receive from the State
$5,400. Crumlish/Sporleder is holding $500.00 in abeyance for the
publication of a history. The cost of the entire survey will be
known only when the final balance sheet is made.
Mr. Stamper said that the $1,000.00 account for Gaylen Allsop's
grant for Project Revise is now closed out.
Deloris Davisson had provided the Commission with a complete ac-
count of Project Landmarks and this account is now closed out, also.
Mrs. Price said she would like to have Gaylen's report sent to the
National Trust in Washington to Frank Gilbert and one copy to the
Midwest Regional Office to Mary Means.
Regarding the County Survey, Mr. Stamper said this entails the
$5,000 that were previously discussed. This would be in Accounts
Receivable from the County General Fund. He said $5,000 had been
