June 18, 1979 <br />Page 3 <br />there was not enough-ti.me for the district to be nominated nor was <br />there sufficient time to declare that neo-classical house a landmark. <br />Mr. Wasielewski said that he felt a large portion of the Park Avenue <br />area would qualify for National Register status. Mrs. Price sug- <br />gested that perhaps the Commission or a subcommittee could meet with <br />PANA to discuss their district boundaries. There was further dis- <br />cussion on use and zoning. Mr. Conley then thanked the Commission <br />for allowing him and PANA to express their views. <br />Budget and Finance <br />Mrs. Price reported that she and Ted, as well as John Stamper, have <br />worked on the budget but the committee hadn't really met. Mr. Was- <br />ielewski read a memo from the Commissioners which requested that the <br />budget proposals be submitted no later than June 22, and to use the <br />amended 1979 figures. A review will then be set up by the Commission- <br />ers to make final recommendations to the Council. Mr. Wasielewski and <br />Mr. Stamper drew up two tentative budgets. The basic totals $22,510.00. <br />Last year's budget was $16,600. which was cut $2,000.00. The basic <br />reason for the increase is Trudi Gilbert's position which would be <br />approximately $9,000.00. This position, funded by CETA will be lost <br />in September. The rest of the budget reflects very little change <br />from last year. The position of Preservation Planner has been under <br />discussion as to whether that is a contractual job or should it be on <br />salary. Mr. Kevin Butler, County Attorney, stated that there is no <br />way we can prove that John Stamper is an independent contractor and <br />the county would be liable for violating the employer-employee rela- <br />tionship in not witholding taxes and social security. This will have <br />to be corrected in the Auditor's office. John Stamper will have to <br />be put on payroll, regardless. Mr. Wasielewski said the position of <br />planner and research assistant were entered in the statement of sal- <br />ary and wages. Mrs. Price stated that everything possible was cut <br />down in order to put the money into staff. A second proposal was <br />also prepared. The total on this would be $17,455.00. Mrs. Price <br />spoke about the crucial need for secretarial help. There was some <br />discussion on the two proposals and the C ETA position of research <br />assistant. The stipend for legal services was changed back to $800.00. <br />Mrs. Price then asked the Commission to consider either Budget Propo- <br />sal #1, which was bare-boneing it and included the two staff positions <br />and totaled approximately 22 thousand, the other is one staff, hoping <br />to get a position thru CETA, not bare-boneing it and it totaled ap- <br />proximately $17,000.00. A discussion ensued. Mrs. Price then moved <br />that Proposal #1 be submitted. The total would be $22,810.00 with <br />both positions funded by the county. Mr. Stivers seconded. All in <br />favor. <br />Historic Districts and Standards <br />No report <br />Historic Landmarks and Standards <br />Mr. Oxian reported that APC gave favorable approval to 701 East <br />Op Pennsylvania Avenue as a historic landmark. He mentioned that he <br />had sent out certified letters to owners of 701 E. Pennsylvania and <br />68437 Pine Road and received signatures from both. <br />
