April 16, 1979
Page 2
479 4. Treasurer's Report
Mrs. Price reported that she had discussed the Treasurer's Report
over the 'phone, found no errors and moved that it be accepted as
submitted. Mr. Al Stivers seconded and the motion passed.
Mr. Wasielewski reported that a response must be drafted to the
Board of County Commissioners regarding the 12% cut in the budget.
There was quite a bat of discussion on this matter. Mr. Wasielewski,
Mr. Kline, Mr. Oxian, and Mr. Stivers voted that the Commission make
a 12% cut or $1,992.00 in the 1979 Commission budget. Mrs. Price and
Mr. Nimtz voted for a larger cut.
479 5. Correspondence
Mr. Wasielewski reported receiving two letters from Cole Associates
concerning the reconstruction of the Colfax Avenue bridge. In es-
sence, they stated that the proposed action will have no adverse im-
pact upon the West Washington Historic District. Mr. Wasielewsk sug-
gested that the Commission members receive a copy of the report and
an environmental impact committee meeting should be set upregarding
this matter.
The Commission received an announcement of a Community Conservation
Workshop "Saving Urban Neighborhoods" at I.U.S.B on May 18th. Mr.
• Wasielewski suggested that he would write them a letter to point out
that several local organizations were overlooked in setting up the
panel on preservation. Mr. Nimtz moved that Mrs. Price and Mr. Stam-
per attend this conference and their fees be paid. Ms. Sporleder
seconded this motion. Motion passed with John Oxian abstaining.
479 6. Committee Reports
City Survey
Mr. Brian Crumlish gave a very comprehensive p pdate of the progress
of the City Survey. He mentioned that his firm has been working 6-8
months on the survey and hopefully will be finished by May 31st. He
demonstrated on a rr,ap what had been done in photographing, listing
and mapping. He discussed the various factors that would be typed
on survey cards. If a structure ranks 11, 12, or 13, it will be
photographed and these should number under 1,000. State cards will
be done by August 31st. Mr. Crumlish said a conservative estimate
of the survey's completion to date would be around 60%. Mr. Crumlish
was asked how many 12's and 13's there were and said that there were
about 500, about 100 - very fine buildings which rated 13. Mr. Crum-
lish was requested to submit a bill itemizing his work to date and re-
questing 60% of his total bill. Mr. Crumlish mentioned that his firm
has agreed to consult .with the Commission regarding the matter of dis-
tricts. Mrs. Price felt that perhaps at the July meeting, the decision
could be made as to where the "study areas" should be. Mr. Crumlish
was thanked for his lucid presentation.
Mrs. Price moved that John Stamper be instructed to look at the system
of survey card filing for City and County and to buy a lock file for
City Survey cards. Joann S.porlede.r-seconded.and the .motion passed.
