January 16, 1978 <br />Page 11 <br />environment, <br />Mr. Eckerle asked if these were historic trees. Mr. Oxian felt Mr. <br />Eckerle did not have to make that sort of comment. Mrs. Sporleder <br />informed Mr. Eckerle that trees could, in effect, be historic, es- <br />pecially if planted along corridors. They make up part of our built <br />and man-made and man -controlled environment. Mr. Eckerle remarked <br />that he stood corrected. <br />Miss Peek next informed the Commission that a preservation grant program <br />was submitted to Community Development that would provide money for ex- <br />terior detailing and services that normally housing rehab projects don't <br />cover. She said she had copies of the proposal for Commission members <br />to see. <br />She then requested that an evaluation - such aswasdone on the appli- <br />cants for the position of Preservation Planner - be done on herself, <br />for her personal records. She further said she would like an evaluation <br />up -date about every four months or so. Mr. Oxian said he would do this <br />for her. <br />7. Old Business <br />Miss Peck spoke about the proposed Newsletter and although she had an <br />application from the Indiana Arts Commission she was not going to complete <br />it for this purpose because she felt a committee should be set up. She <br />said she had questions about who's going to do it, who has time, etc. etc. <br />Mr. Oxian assigned this task to the Public Relations and Community Educa- <br />tion Committee. <br />8. New Business <br />Mr. Hurd, who represents the development company for Union Square then <br />addressed the Commission. He said they are currently filing a development that <br />he would like the Commission to take under advisement. He said they might, <br />in the future, become involved with some type of governmental participation <br />and there might be a potential input from. the Commission as far as the en- <br />vironmental impact qualities are concerned. He said they are trying to <br />restore the Union Station Train Terminal and along with this are proposing <br />a large shopping complex. He remarked that he wanted the Commission to be- <br />come familiar with this district which included,, in addition to Union Station, <br />two church buildings. He said his request is for the Commission to appoint <br />a committee for consideration of any input that would be needed for this <br />project in the near future. <br />Mrs. Sporleder asked about a time limit and was informed by Mr. Hurd they <br />world request this statement within thirty to sixty days. Mrs. Price re- <br />minded Mr. Hurd that the Committee that is set up for such an environmental <br />impact statement must be prepared to visualize the material. <br />Mr. Oxian asked for a motion that a special.committee be set up to review this <br />proposal. Mr. Al Stivers made such a motion. The possible name for this <br />committee was discussed and it was decided to call it Union Square. Mrs. <br />Price seconded this motion. <br />Mr. Wasielewski discussed the functions of the committee since the Commission <br />
