Mr. Crumlish apoke about the survey, of which the first <br />part was completed December 31, 1977. He said they conducted a <br />survey of a detailed list of eight, later expanded to ten, target <br />areas within the city. They evaluated over 4,000 buildings and <br />these -were rated on a system' -that the Commission has used in the <br />past - a zero to fourteen rating which is based on the architect- <br />ural significance of the building, its fit in the neighborhood and <br />its structual conditions. Any structure that accrued either 12 <br />or 13 would be designated as a very superior building. Of the <br />4,267 buildings appraised, 142 were considered very superior. <br />He said that the Commission had asked him to record in some detail, <br />the characteristics of 250 to 300 structures of those that accrued <br />11, 12, or 13 points. Mr. Crumlish then presented the file of <br />cards to the Commission. He said he was submitting it all in re- <br />producible form and urged the Commission to make copies of these <br />cards, He also showed the Commission some bound books of these <br />target areas and likewise urged the Commiss.Lon to reproduce them <br />for office use. He said there were a few minor details and the <br />Commission has allowed the firm 60 days to make any corrections <br />or omissions. <br />Mrs. Price felt this survey was a valuable tool for all the Planners, <br />the County, the City, the State and the National. <br />Budget and Finance <br />There was no report from this committee. <br />Historic Districts <br />Mr. Oxian Telated that a meeting had been held with the people <br />in the two -block area on North Shore Drive and felt it was very <br />productive in beginning an Historic District there. <br />Mrs. Charlotte Whittaker then informed the Commission that it was <br />indeed a very productive meeting of the North Shore Triangle and <br />stated that a copu of the historic preservation ordinance would <br />be mailed out to those persons in the proposed district living <br />out of town. She said there was no opposition to having the dist- <br />rict declared a historic district. A steering committee was ap- <br />pointed to begin working on standards, which then will be pre- <br />sented at another meeting. She then presented a resume of the <br />meeting to the Commission. <br />Mr. Ted Wasielewski then spoke about the proposed zoning for the <br />West Washington District. He said there was inability to obtain <br />variances or occupancy other than what is incorporated in Resi- <br />dential B Zoning at this time for this area. He said two meetings <br />had been held and the consensus was that some kind of expanded <br />zoning may or may not be desirable. However, Area Plan Commission <br />must be consulted on this. And so he sent Mr. Gaylen Allsop to <br />this Commission to see if the problem can be clarified. <br />Mr. Allsop informed the Commission that he felt that the residents <br />who live dthere should have a very strong input as to what happens <br />in that neighborhood.
