July 13, 1976 <br />Page 3 <br />Historic Landmarks <br />Mr. Oxian stated that the property at 25618 Quinn Road was de- <br />clared a landmark. The propery consists of two houses and a <br />barn. Mr. Oxian commented that the home owners -discussed the <br />possibility of a variance concerning one of the structures on <br />the property. It was noted that the property owners have not <br />pursued this, however, it was further noted that the owners - <br />were again informed. It was noted that a declaration of land- <br />mark status does not give the property owner a variance. <br />Mr. Oxian then informed the Commission that the property at <br />1+912 Brick Road and 24845 State Road 23 were up before the <br />County Council for first reading. <br />He also stated that the "overlay" amendment to the ordinance <br />was passed by the South Bend Common Council. The County <br />Council, however, sent this amendment back to committee for <br />further clarification of the word 'overlay". The revised <br />amendment was referred to the Area Plan Commission for its <br />approval before action is taken again with the County Council. <br />The five-year moratorium on demolition amendment had first <br />reading before both the South Bend Common and County Councils. <br />It was referred to the Area Plan Commission and Mr. Oxian stated <br />that he would have a meeting with Ms. Judy Studer regarding this <br />matter. There was a discussion during which this ordinance was <br />explained to Ms. Jeanne Derbeck. Ms. Davisson suggested that <br />it be reviewed by both city and/or county attorneys, and sug= <br />gested that a brief be prepared so that all other commission <br />members be informed about this. <br />Mr. Oxian next mentioned that he had talked with Mr. Davidson, --- <br />the owner of the Union Station. The ordinance for the declara=- <br />tion of this property as a landmark has been signed by Mr. Rich- <br />ard Dombrowski, but as yet has not been introduced. He stated <br />that Ms. Kopezynski is looking into the availablity of funds for <br />renovation of Union Station would use them for an adaptive use = <br />perhaps as a cultural center or restaurant. Ms. Kopczynski dis- <br />cussed Conrail legislation inaugurated by Senator Vance Hartke. <br />Mr. Oxian remarked that Mr. Davidson does not wish to demolish <br />the building and would work with the Commission to obtain federal <br />funds. Ms. Sporleder and Mr. Oxian authorized Ms. Kopczynski to <br />pursue getting federal funds for this project. Ms. Kopczynski <br />stated that she and Ms. Judy Studer were going to Notre Dame to <br />appraise what students have done in projecting adaptive uses for <br />Union Station. It was also suggested that a letter be written <br />to Vance Hartke and Ms. Ruth Price be contacted in regard to this <br />matter. <br />Mr. Oxian then asked that Mr. Karl Crofoot's home at 61601 Bremen <br />Highway be designated as a Landmark.
