August 11, 1975 <br />Page 3 <br />Budget and Fim nce Committee Report <br />Mr. Oxian reported that the budget request to the County <br />Commissioners is under review. The request for city funds <br />has not been granted. Historic Preservation was completely <br />eliminated from the budget. <br />Historic Districts Committee <br />There was no report at this time. <br />Historic Landmarks Committee <br />A meeting had been called during which several proposals <br />were prepared. A discussion of two ordinances for the <br />designation of landmarks ensued. It was noted that these <br />ordinances must be submitted to the Area Plan Commission, <br />and then to the City or County Council. No standards <br />were implied in the ordinances. Ms. Sporleder made a <br />motion that these ordinances be submitted. Ms. Woolridge <br />seconded this motion and it was passed unanimously. <br />Public Relations and Education Committee <br />Ms. Davisson passed around an agenda prepared at the last <br />Committee meeting. <br />Lois McMahon read a letter which was composed to answer <br />some of the questions posed by the residents after the <br />July 31st meeting. It was suggested that this letter be <br />sent to all those who attended the special meeting on <br />July 31st. Ms. Sporleder made a motion that this letter <br />be sent as submitted. Ms. Woolridge seconded this motion <br />and it passed unanimously. <br />Ms. Davisson reasserted the Committee's procedure for public <br />announcements. All views which represent the Historic Pre- <br />servation Commission must be cleared through the Public <br />Relations Committee. When speaking as an individual, a <br />commission member must make it clear that he or she is not <br />speaking as an official spokesman for the Commission. <br />There was a discussion of a previous resolution concerning <br />public relations, at that time designated as Resolution #3. <br />Mr. Oxian claims it was passed but there is no record of <br />its having been passed in previous minutes. <br />Ms. Davisson stated that the Commission is not as informed <br />about zoning as they might be. She suggested that Richard <br />Johnson of the Area Plan Commission explain about overlay <br />zoning in a forthcoming meeting. There should be- mandatory <br />attendance at this meeting. <br />
