August 11, 1975 Page 3 Budget and Fim nce Committee Report Mr. Oxian reported that the budget request to the County Commissioners is under review. The request for city funds has not been granted. Historic Preservation was completely eliminated from the budget. Historic Districts Committee There was no report at this time. Historic Landmarks Committee A meeting had been called during which several proposals were prepared. A discussion of two ordinances for the designation of landmarks ensued. It was noted that these ordinances must be submitted to the Area Plan Commission, and then to the City or County Council. No standards were implied in the ordinances. Ms. Sporleder made a motion that these ordinances be submitted. Ms. Woolridge seconded this motion and it was passed unanimously. Public Relations and Education Committee Ms. Davisson passed around an agenda prepared at the last Committee meeting. Lois McMahon read a letter which was composed to answer some of the questions posed by the residents after the July 31st meeting. It was suggested that this letter be sent to all those who attended the special meeting on July 31st. Ms. Sporleder made a motion that this letter be sent as submitted. Ms. Woolridge seconded this motion and it passed unanimously. Ms. Davisson reasserted the Committee's procedure for public announcements. All views which represent the Historic Pre- servation Commission must be cleared through the Public Relations Committee. When speaking as an individual, a commission member must make it clear that he or she is not speaking as an official spokesman for the Commission. There was a discussion of a previous resolution concerning public relations, at that time designated as Resolution #3. Mr. Oxian claims it was passed but there is no record of its having been passed in previous minutes. Ms. Davisson stated that the Commission is not as informed about zoning as they might be. She suggested that Richard Johnson of the Area Plan Commission explain about overlay zoning in a forthcoming meeting. There should be- mandatory attendance at this meeting.
