South Bend Redevelopment Commission <br />Regular Meeting - March 3, 1995 <br />6. NEW BUSINESS (Cont.) <br />a. continued... <br />Vicki Black, chairperson of the Housing <br />Task Force, presented the housing issues <br />and solutions identified in the action plan. <br />The plan identified the housing - related <br />issues as the decreasing number of single - <br />family homes, the decreasing quality of <br />the single - family homes, and the <br />decreasing percentage of owner - occupied <br />homes. The Housing Task Force outlined <br />these solutions to those problems: establish <br />and maintain a success monitoring system <br />and a "welcome neighbor" program; <br />relocate homes from the redevelopment <br />area and encourage new single - family <br />development; establish a neighborhood- <br />based community development corporation <br />to oversee and prevent the further decay of <br />blocks of homes in the neighborhood; and <br />create a neighborhood -based finance <br />corporation to serve as a mortgage banker <br />to operate a loan pool for use in <br />neighborhood projects. Ms. Black noted <br />that many of these efforts are also <br />underway. <br />Conrad Damian, chairman of the Land - <br />Use and Physical Environment Task <br />Force, outlined the issues and solutions <br />that committee identified. The issues are: <br />the uncertainty about the future of the <br />neighborhood; the deteriorating visual <br />image of the neighborhood; and a lack of <br />businesses that serve the neighborhood. <br />The task force outlined these solutions to <br />those issues: maintain the boundaries of <br />the neighborhood (work cooperatively with <br />4L 6 <br />
