NEW BUSINESS (Cont.) <br />c. continued... <br />Mrs. Kolata presented for the record the <br />following items concerning the evidence of <br />blight in the Sample -Ewing Development <br />Area: 1) the soils map from the Area Plan <br />Commission of St. Joseph County showing <br />the condition of soils in the Sample -Ewing <br />Development Area, including the muck land <br />in the Rum Village Industrial Park; 2) a chart <br />showing building occupancy in the former <br />Studebaker Complex as of May 1993 which <br />indicated that approximately 44% of the <br />building square footage was vacant. There <br />has been no significant change since May <br />1993; 3) a May 1993 memo from Matthew <br />Carpenter showing estimated land use in the <br />Studebaker Corridor Development Area. <br />Approximately 30 % was industrial, 25.5 % <br />was vacant land, 19.8 was right -of -way, <br />15.3 % was commercial, 6.6 % public or <br />semi - public, and 2.1 % residential. There has <br />been no significant change since that time; 4) <br />a summary of census information for census <br />tracts 28, 29, 30, and 34 showing the loss of <br />housing units and decline in population <br />between 1980 and 1990; 5) a report from the <br />Mayor's Housing Forum 1991 windshield <br />housing survey showing housing conditions in <br />the relevant census tracts; 6) a February 1993 <br />memo from the Area Plan Commission <br />showing land use estimates in the Sample - <br />Ewing Development Area as a whole. <br />Approximately 30% of the area is industrial, <br />24.7% is vacant land, 19.4% is residential, <br />17.8% is right -of -way, 4.0 % is public /semi- <br />public, and 3.5 % commercial uses.
