South Bend Redevelopment Commission
Regular Meeting - September 3, 1993
6. NEW BUSINESS (Cont.)
b. Commission approval requested for Proposal
from Ken Herceg & Associates for
Professional Services in the Sample -Ewing
Development Area.
Mrs. Kolata explained that the Commission
owns the property in Block 10 just south of
Parcel B. There are two commercial
structures on the property which we intend
to demolish. Ken Herceg & Associates has
submitted a proposal to do asbestos testing,
prepare demolition specifications and
contract documents for the asbestos removal
and to determine the extent of soil and
ground water contamination by PCBs and
other petroleum products. The phase one
and phase two environmental reports from
ATEC showed satisfactory results from the
testing, but there is some question as to
whether the samples were taken deep
enough. Previously there was a Sinclair Oil
Tank Farm on the property, but it is unclear
whether it was above or under ground. If it
was under ground, the soil samples must be
taken at a deeper level.
Mr. Herceg has proposed to complete the
work within 60 days at cost of $18,680.
Upon a motion by Mr. Sharp, seconded by
Mr. Donoho and unanimously carried, the
Commission approved the proposal from
Ken Herceg & Associates for professional
services in the Sample -Ewing Development
Area.
C. Commission authorization requested to
submit tax abatement petition on behalf of
the Alexander Companies.
COMMISSION APPROVED THE PROPOSAL
FROM KEN HERCEG & ASSOCIATES FOR
PROFESSIONAL SERVICES IN THE SAMPLE -
EWING DEVELOPMENT AREA
