Provide railroad certification and develop railroad special provisions for contract letting <br />documents. <br /> <br />The CONSULTANT shall perform Railroad coordination in accordance with policy and procedures <br />described in the Indiana Design Manual - Chapter 105 and the Norfolk Southern Railroad Public <br />Projects Manual. <br /> <br />Work elements in project development activities to be performed by the CONSULTANT shall <br />include: <br />1. Determine impacts to the railroad facilities and operations. <br />2. Develop anticipated scope of work for all railroad related activities. <br />3. Initiate contact with the Norfolk Southern Railroad public project engineer to coordinate the <br />proposed improvements from the preliminary plans. <br />4. Initiate and complete the Preliminary Engineering agreement and submit to the railroad for their <br />execution. <br />5. Review the Railroad Force Account Estimate (FAE) detailing anticipated reimbursable costs <br />incurred by Norfolk Southern employees or their agents during preliminary engineering review. <br />This shall include attending meetings, reviewing plans, preparing correspondence, travel <br />expenses, and other activities related to supporting the project review. <br />6. <br />general engineering consultant in conjunction with the CONSULTANT and the LOCAL PUBLIC <br />AGENCY. <br />7. Coordinate any right of entry agreements and insurance requirements for any project parties <br />requiring access to railroad property. <br />8. Submit preliminary plans for review by the railroad along with responses to review comments. <br />9. Develop expected project development and construction schedule with the railroad. <br />10. Complete the project agreement and submit to the railroad for review and execution. The project <br />agreement shall address the following items: <br />a. identify parties, project location, and project description <br />b. define tasks and responsibilities to be performed by each party during construction <br />c. define any future ownership or maintenance requirements <br />d. identify all payments and contributions from involved parties <br />e. define project insurance requirements <br />f. allow access onto railroad property during construction <br />11. Review railroad force account estimate detailing anticipated reimbursable costs incurred during <br />construction. These costs will include construction engineering, accounting, flagging services, <br />communication changes, signaling electrical changes, track work, relocations, or modifications to <br />railroad fiber-optic communication facilities. <br />12. Provide all applicable railroad funding requirements, special provisions, insurance requirements, <br />and right of entry agreements required for construction and INDOT letting. <br />13. Arrange and facilitate a preconstruction meeting with the railroad. <br />14. Create and maintain a master correspondence log through these activities. <br /> <br /> A-6 <br /> <br />
