Through visits to <br />comparable cities, DTAC found that those <br />cities that had pedestrian malls or successful <br />vibrant communities had a key person who acted <br />as a li ison between the private and public <br />sector. CCA has determined that this is a key <br />ingredient to the downtown success. CCA will <br />be following some of the guidelines set up by <br />the National Trust for Historic Preservation <br />Main Street Program. Another committee, <br />Economic Development Committee, will have <br />$100,000 available to be used in the form of <br />guaranteed loans for those small, specialized <br />businesses that CCA would like to recruit in <br />the do town area. A third committee, Design <br />and Historic Preservation Committee, is <br />addressing the structures in the downtown in <br />need of rehab. They will have approximately <br />$250,000 for a facade rehab program. One key <br />issue for CCA is leveraging this small amount <br />of money they have to work with for the <br />greatest amount of benefit. CCA is also <br />interested in assisting property and business <br />owners ith some design technology. <br />Mrs. Ko ata stated that two other committees <br />are the Membership, Organization Fundraising, <br />and the Promotion Committee. <br />Mr. Davey further noted that CCA feels the <br />downtown is very much alive, but there is a <br />need for more. As speciality retailers are <br />brought into the downtown, the population <br />living and working in the downtown will <br />support them. The downtown still needs a <br />supportive group such as CCA to work together <br />with the various merchants, etc. CCA funding <br />is limited, so they rely a great deal on <br />people donating services to create the impact <br />that th y do. <br />Mr. Hunt noted that CCA has built a good <br />foundation with their committee structures, <br />plans o tlined, funding sources, fund raising, <br />etc. Now the downtown is starting to see some <br />visible results. Mr. Piasecki has worked on <br />the CCA representing the Redevelopment <br />Commission, and Rick Pitts of the <br />Redevel pment staff is a member of the CCA <br />Board o Directors. <br />-16- <br />
