In 1982 <br />Neighborhood Code Enforcement only had six <br />clean -ups in the area. That increased to <br />twenty -six in 1983 and thirty -one through the <br />first ten months of 1984. <br />The East Bank Development Area was declared a <br />redevelopment area in late 1980. In 1981 the <br />area was rezoned from "D" Light Industrial to <br />"A -3" Mixed Use Residential. In spite of the <br />rezoning to a residential classification <br />residential growth has not taken place. In <br />fact the total number of housing units has <br />decreased from twenty -one (21) in 1980 to <br />eighteen (18) in 1984. <br />South Bend Redevelopment Commission finds that <br />East Bank Development Area remains blighted to <br />xtent that cannot be corrected by regulatory <br />esses or the ordinary operation of private <br />rprise without resort to the Redevelopment of <br />es and Towns Act, and that it will be of <br />ic benefit to the public health and welfare to <br />ire parcels and to redevelop the East Bank <br />lopment Area. <br />Mr. Nimtz asked if anyone desired to be heard <br />concerning the East Bank Development Area public <br />hearing. No one asked to be heard. <br />Upo a motion made by Mr. Piasecki, seconded by <br />Mr. Donoho and unanimously carried, the Finding of <br />Facts and Resolution No. 723 were adopted. <br />c. Commission approval requested for Proclaimer <br />Certificate No. 7 relative to establishment of <br />fair market value of property to be acquired <br />in the East Bank Develo <br />Mr. Hunt explained that Proclaimer Certificate <br />No. 7 would establish the fair market value of <br />pro rty to be acquired in the East Bank <br />Development Area. The property in question <br />includes Parcels 9 -11, 9 -12, and 9 -13. If <br />app oved, the fair market price will be <br />$21 ,750. This is based upon two appraisals <br />don by independent appraisers, and the review <br />FINDING OF FACTS AND <br />RESOLUTION NO. 723 RELATING <br />TO THE EAST BANK DEVELOP- <br />MENT AREA WERE ADOPTED <br />
