PUBLIC NEARING (Cont.) <br />a. uonicinuea .. . <br />Mr. Nimtz recognized and received the various <br />documents and ordered them to be entered into <br />the record. <br />Mrs. Kolata informed the Commission that as of <br />10:00 a.m. today no written remonstrances with <br />respect to the Commission's action were <br />rec ived. <br />Mr. Nimtz opened the hearing for any oral <br />r nstrances to be heard by the Commission. <br />There were no remonstrances heard. <br />Mrs. Kolata read the following Finding of <br />Fa s regarding the Monroe Sample Development <br />The South Bend Redevelopment Commission has <br />con ucted a study of the Monroe Sample Development <br />Area. Based upon that study and following the <br />oth r procedures required by Indiana Code 36 -7 -14, <br />including public hearing, the Redevelopment <br />Commission hereby finds that the area has become <br />blighted to such an extent that such conditions <br />can not be corrected by the regulatory process or <br />by ordinary operations of private enterprise <br />wit out.resort to the provisions of the act, and <br />tha the public health and welfare will be <br />ben fitted by the acquisition and redevelopment of <br />the area under the provision of the act. This <br />fin ing is based on the following information: <br />0 <br />2 <br />3 <br />Between 1970 and 1980 the population of the <br />area has declined 65% from 1622 to 689. . <br />Between 1970 and 1980 the number of dwelling <br />units has declined 35% from 631 to 414 and the <br />number of households has declined 42% from 536 <br />to 311. <br />The vacancy rate in the area has increased <br />from 15% vacant in 1970 to 22% vacant in 1980, <br />and increase of 46 %. <br />The South Bend Redevelopment Commission finds that <br />it will be of public benefit to the public health <br />and welfare to redevelop the Monroe Sample <br />Development Area. <br />-4- <br />
