South Side Development Area <br /> (1) continued... <br /> The number of partial right of way <br /> acquisitions would increase if sidewalks were <br /> added to Ireland Road from Michigan to <br /> Fellows on the north or St. Joseph to Fellows <br /> on the south side of Ireland. The project <br /> acquisition cost impact with this alternative <br /> is estimated at $2.5 million (based on 2012 <br /> property tax assessment and commercial <br /> estimates of value with no adjustment for <br /> relocation) and with a projected loss of tax <br /> revenue at $75,033.21 (based on 2012 tax bill <br /> value). The costs associated with relocation <br /> of the commercial businesses, and the <br /> potential costs associated with environmental <br /> remediation of the Marathon Gas Station at <br /> the corner of Ireland and Michigan could <br /> raise the acquisition cost dramatically. <br /> Alternative C presents some concerns for <br /> various city departments as it creates an <br /> isolated neighborhood with challenges for <br /> public safety services, based on the present <br /> configuration and location of public safety <br /> facilities. Additionally, while the Parks <br /> Department is supportive of the roadway <br /> improvements, there is reservation about not <br /> having multiple points of access to the <br /> O'Brien facility and removing the <br /> connectivity of the center from the <br /> intersection of Fellows and Ireland. Staff has <br /> reviewed Transpo bus routes and has <br /> requested SBCSC bus routing information. <br /> The feedback from those entities is that <br /> Alternative C would restrict current and <br /> future route options. <br /> 25 <br />
